The Data Management Analyst will manage and coordinate Nursing Facility Rates and Policy (NFRP) and partner-organization IT systems, data programming, and analysis that produce the Nursing Home Report Card, Performance Based Incentive Payment Program (PIPP), Quality Improvement Incentive Payment Program (QIIP), and related long-term care performance tools. Responsibilities include:
Translate policy and program needs into robust information systems, validated measures, and actionable analyses that inform Aging and Disability Services Administration (ADSA) leadership, nursing facility providers, and external partners
Design, maintain, and continuously improve information systems that enable NFRP to host the Nursing Home Report Card and Nursing Facility Provider Portal websites, and the PIPP, QIIP, and VBR programs
Manage and improve quality measure specifications and other analytic products to meet NFRP and ADSA program goals (e.g., PIPP, QIIP, VBR)
Provide policy analysis and fiscal/statistical evidence at the request of ADSA/NFRP leadership (e.g., Directors, Assistant Commissioners) and state legislators and their staff. Because policy and fiscal analyses can change program intent and materially affect MA budget estimates, these analyses require immediate post action reporting to NFRP leadership and the supervisor for oversight and situational awareness
Serve as the subject matter expert on nursing facility data systems at DHS, as they intersect with related quality programs such as the Assisted Living Report Card and other initiatives across the Aging and Adult Services Division and the Minnesota Department of Health
Manage complex initiatives and transitions to new/improved nursing facility data systems and operational processes
Without this role, ADSA would lack specialized system-development and policy-analysis expertise needed to deliver timely quality measures to internal and external partners and fiscal recommendations for strategic decision-making.
Minimum Qualifications

2 years professional experience in quantitative data analysis, data management, or statistical programming using large relational databases. Experience must include the following:
Experience with and knowledge of working with Minnesota health and continuing-care programs and nursing facility reimbursement frameworks (e.g., Alternative Payment System, MDS, PIPP, VBR)
Experience with SAS and SQL data programming or comparable analytic software, (e.g., Python, R, SPSS, or similar software)
Experience using data warehousing, relational data modeling, and health data sources (e.g., MDS or other health assessments, claims, vital statistics, consumer surveys)
Bachelor's degree in Data Science, Management Information Systems, Computer Science, or a related field with demonstrated programming experience (e.g., SAS, SQL, Python, R) may substitute for one year of professional experience. A Master's degree in Data Science, Management Information Systems, Computer Science, or a related field with programming coursework or experience may substitute for two years of experience
Preferred Qualifications
Proficiency with Microsoft 365 applications, including advanced Excel functions for data analysis and reporting.
Ability to manage multiple projects, prioritize tasks, and apply quality assurance practices
Ability to communicate clearly in written and oral formats for diverse audiences
Variety of experiences working effectively with others from different backgrounds and/or cultures
