APPLICANTS MUST BE PERMANENT IN THE ADMINISTRATIVE DIRECTOR OF SOCIAL SERVICES CIVIL SERVICE TITLE OR BE PERMANENT IN A COMPARABLE TITLE ELIGIBLE FOR 6.1.9 TITLE CHANGE OR BE REACHABLE WITH THE SCORE OF 100 ON THE ADMINISTRATIVE DIRECTOR OF SOCIAL SERVICES EXAM.
The Office of Child Support Services' (OCSS) primary goal is to ensure that children are financially supported by both parents. OCSS accomplishes this goal by locating noncustodial parents (NCPs), establishing paternity and child support orders, and collecting and disbursing child support payments. OCSS also assists NCPs who are unable to provide financial support by partnering with service providers which offer employment and training and services and offering programs to assist NCPs to reduce debt owed to the Department of Social Services (DSS).
Once a child order of support has been established, OCSS' Division of Enforcement Operations monitors enforcement measures for the purposes of collecting child support. Enforcement Operations also connect noncustodial parents with barriers to compliance with employment services, OCSS debt-reduction programs, or other services. The Division includes the following units:
The Administrative Enforcement Unit oversees actions to administratively enforce child support orders and identifies and forwards to court cases requiring judicial action. Staff make determinations on due process challenges submitted by noncustodial parents before an administrative enforcement action is taken. Staff also respond to inquiries and resolve issues raised by parents and third parties including employers, financial institutions and attorneys.
A Director of Special Projects who manages cross-unit projects to strengthen and improve operational efficiency.
The Interstate Unit which serves as a liaison on interstate cases and procedures within with Corporation Counsel, the Family Court, other OCSS divisions, OTDA, and other jurisdictions.
The Special Investigations Unit (SIU) identifies and investigates hard-to-collect cases in which administrative enforcement has proven unsuccessful. These cases may include a noncustodial parent who appears to have the ability to pay. OCSS refers the most egregious cases to the district attorney or U.S. Attorney. SIU also handles special projects for low-income noncustodial parents who face barriers to paying their child support.
The Employment Services Unit administers programs to connect noncustodial parents to employment and other services to resolve barriers that may prevent them from paying child support.
Reporting directly to the Deputy Commissioner of Enforcement Operations, with wide latitude for the exercise of independent judgment, action and decision-making, the Executive Director (Administrative Director of Social Services, NM II) provides senior management oversight and direction for OCSS' Administrative Enforcement, Interstate, Special Investigations and Employment Services Units. The incumbent is responsible for ensuring that all Federal and New York State and local laws and regulations regarding various administrative and judicial enforcement measures are correctly implemented and enforced and that noncustodial parents subject to enforcement are afforded due process rights. The Executive Director is responsible for developing special projects to identify non-compliant non-custodial parents and for developing cases against those who intentionally avoid paying their court ordered child support. The Executive Director also oversees OCSS' employment programs including the Parent Support Program, the Support Through Employment (STEP) Program, Career Track and OCSS' collaboration with the Jobs-Plus program and Workforce One.
The Division of Enforcement Operations is recruiting one (1) ADMINISTRATIVE DIRECTOR OF SOCIAL SERVICES M2 to function as THE EXECUTIVE DIRECTOR OF ENFORCEMENT OPERATIONS who will:
Manage all administrative child support enforcement measures, including Income Withholding Orders, Medical Executions, Bank Liens, Credit Reporting, Federal and State Tax Intercept, DMV License Suspension, Passport Denial, and Professional License denials are properly implemented and enforced. Ensure that noncustodial parents subject to enforcement are provided due process rights and those rights are appropriately adjudicated before such measures are implemented. Promptly evaluate and prepare recommendations to senior management on cases requiring time sensitive decision-making.
Oversee implementation of judicial enforcement remedies when administrative enforcement measures fail. Develop investigative techniques and strategies for particularly difficult cases in an attempt to develop cases against respondents who intentionally avoid paying their court ordered child support.
Establish goals and measures for assessing accomplishments in conjunction with senior management and identify obstacles to their achievement. Direct and monitor ongoing operations to ensure that program and management goals are met. Conducts ongoing review of program operations to ensure the most efficient and effective processing of cases are implemented.
Direct the daily operational activities of enforcement caseworkers, supervisors and directors charged with the responsibility of ensuring employer compliance to secure payments for current and/or overdue child support that are garnished from the non-custodial parent's wages or other income in the form of an income withholding orders.
Direct and oversee the revision and development of new procedures and processes as operational or policy changes require; implements procedures to ensure accountability for activities and performance.
Provides senior management oversight/direction for the Enforcement Operations Division by providing supervision, direction and guidance to subordinate staff. Plan and organize related tasks and duties, including evaluations and disciplinary responsibilities within the Enforcement Operations Division.
Build relationships with personnel from NYS Family Court, NYC Corporation Counsel, District Attorney's Offices, the US Attorneys' Offices and other prosecutorial and governmental agencies. Attends meetings with State and Federal Agencies and/or representatives to develop strategies for legislative assistance and to review internal audits of child support collections.
Exercise overall responsibility for confidential personnel matters, including the hiring and disciplinary process. Work collaboratively with OCSS' Human Resources (HRS) to address and identify solutions to personnel challenges.
ADMINISTRATIVE DIRECTOR OF SOC - 10056
Qualifications
A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, in a large governmental agency, business firm, civic or community organization operating in the area of social services, including one year at the administrative or managerial level; or
Education and/or experience equivalent to "1" above. Graduate education or a license may substitute for up to a maximum of three years of experience in the area of social services, but not for the one year of experience at the administrative or managerial level as described in "1" above, as follows:
(A) A master's degree from an accredited college or university in accounting, business, child welfare, counseling, economics, education, finance, human resources, labor relations, management, management science, nursing, operations research, organizational behavior, personnel or public administration, political science, psychology, sociology, social work, statistics, and/or urban studies may substitute for two years of experience; and/or
(B) Graduate education beyond the baccalaureate degree may be substituted at the rate of 30 semester credits from an accredited college or university in the area(s) listed in "2(A)" above for each year of experience up to a maximum of three years; or
(C) A valid New York State Registration as a Licensed Clinical Social Worker (LCSW) or Licensed Master of Social Work (LMSW) may substitute for three years of experience.
However, all candidates must have a baccalaureate degree from an accredited college and one year of experience at the administrative or management level as described in "1" above.
