Qualifications: Minimum QualificationsEducation:Graduation from an accredited college or university with a bachelorand#8217;s degree.Experience:and#8226; Ten years of experience performing one or a combination of any of the following: general financial/accounting functions, financial reporting, budgeting, or financial statement audit duties.and#8226; Experience working with accounts, reconciliations, or revenues.and#8226; Experience, knowledge and understanding of USAS.and#8226; Experience as a subject matter expert or trainer.Preferred QualificationsPreferred Education:Graduation from an accredited college or university with a bachelorand#8217;s degree in Accounting, Finance, or Business.Preferred Experience:and#8226; Experience with Texas governmental agency(s).and#8226; Experience with the Texas legislative process.and#8226; Experience preparing fiscal notes or analyzing and costing legislation.and#8226; Experience researching and analyzing state statutes and/or the GAA.and#8226; Experience in two or more of the following areas:o SIRS Reportso Comptroller Fiscal Policies and Procedureso Budget/Legislative Appropriation Request preparation or submissiono Federal Funds managemento ABEST/USAS reconciliationSubstitutionsOne additional year of experience performing one or a combination of any of the following: general financial/accounting functions, financial reporting, budgeting, or financial statement audit duties may substitute for thirty semester hours of educational requirement with a maximum substitution of 120 semester hours (four years).Licenses and CertificationsN/AIn this role you will:and#8226; Monitorand#8217;s agency accounts across various systems and assists in the interpretation of legislative provisions, such as the General Appropriations Act (GAA). Provides technical appropriation assistance,technical support, performs research and regularly provides training for agency personnel. Monitors state agenciesand#8217; legislative appropriations and fund cash accounts. Provides technical and financial accounting assistance to state agencies with Uniform Statewide Accounting System (USAS) profile setups, assists with financial inquiries, transaction entries and error solution. Assists other state agencies with processing of accounting transactions in the USAS.and#8226; Distributes and balances workload among employees in accordance with established workflow or essential functions. Estimates and reports on expected time of completion of work, maintains records of work accomplished, time expended, and prepares production reports. Instructs employees on specific tasks, job functions, and makes available instructions, reference material and supplies. Tracks employee statistics and provides input on team member performance to section supervisor for evaluations.and#8226; Reconciles each assigned agencyand#8217;s allocation of appropriations to the GAA and to the original appropriations budgets entered in USAS to ensure conformity with assigned program structures.
