THE POSITION

DISCOVER THE OPPORTUNITY TO
Supervise a HIM team across the towns of Waterbury, Danbury, and Torrington;
Develop consistency and maintain HIPAA and safety standards between three WCMHN sites;
Assist in chart audits, quality assurance audits, and billing audits; and
Develop policies and procedures to increase WCMHN's quality measures.

DMHAS is a health care agency whose mission is to promote the overall health and wellness of persons with behavioral health needs through an integrated network of holistic, comprehensive, effective, and efficient services and supports that foster dignity, respect, and self-sufficiency in those we serve.
WCMHN was formed in 1996 in order to coordinate clinical, fiscal and administrative oversight of Region 5 contracted and state-operated mental health services. Their mission is to provide a comprehensive and effective recovery-oriented system of mental health and addiction services that promotes self-sufficiency, dignity, cultural sensitivity and respect.
Within this service system, there are three state-operated Local Mental Health Authorities, which are located in Waterbury, Danbury and Torrington. In partnership with WCMHN, they provide and coordinate local clinical services. Over 200 staff including psychiatrists, nurses, social workers, rehabilitation and mental health workers provide services for persons with a long-term mental illness. Approximately 7,000 clients receive services in a variety of programs, including peer support programs, recovery services, supported employment, homeless services, residential, crisis services, jail diversion, outpatient, case management, Assertive Community Treatment Teams (ACTT) and young adult services.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state medical institution or facility this class is accountable for supervising the administration and maintenance of all medical records and supervision of Medical Records Specialists and other clerical support staff engaged in the quality assurance and technical review of medical records.
EXAMPLES OF DUTIES
Schedules, assigns, oversees and reviews work of staff;
Provides technical training and assistance in medical records procedures to subordinates and other hospital personnel;
Conducts performance evaluations;
Determines priorities and plans unit work;
Establishes and maintains unit procedures;
Develops or makes recommendations on development of policies and standards;
Designs and supervises health care information systems monitored by comprehensive statistical reports, detailed medical record form design and thorough medical record quality control checks;
Ensures compliance with Joint Commission on Accreditation of Healthcare Organizations (JACHO) standards;
Responds to court subpoenas and inquires for medical record information in accordance with state and federal confidentiality regulations and Joint Commission on Accreditation of Healthcare organizations standards, Medicare and/or Medicaid regulations, Public Health Code standards and other governing bodies which might impact federal funding;
Interprets and administers pertinent laws;
Prepares or assists in budget preparation;
Maintains professional contacts with individuals both within and outside of state who might impact record keeping activities;
Serves in a consultative role to medical professionals on proper methods of medical documentation;
Maintains various records and indices;
May supervise mircofilming or medical records;
Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
Considerable knowledge of
relevant agency policies and procedures;
relevant state and federal laws, statutes and regulations;
principles and practices of modern medical records administration;
Joint Commission on Accreditation of Healthcare Organizations medical records standards;
medical record terminology with particular emphasis on International Classification of Disease (ICD) adopted procedures, Diagnostic Statistical Manual (DSM) and Current Procedure Terminology (CPM);
medical record coding principles and techniques;
organization of medical institutions;
Knowledge of principles of statistical data tabulation and analysis;
Considerable
interpersonal skills;
oral and written communication skills;
Supervisory ability.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of experience in the maintenance of medical records and preparation of statistical reports.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been at the level of a Medical Records Specialist 2 or its equivalent.
Certification as a Registered Health Information Administrator (RHIA) or Registered Health Information Technician (RHIT) may be required at the time of appointment to this class in accordance with the Comprehensive Accreditation Manual for Hospitals (CAMH) and the Joint Commission.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training in medical record administration may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
PREFERRED QUALIFICATIONS
Knowledge of Abuse and Neglect Reporting, Notification and Follow-up to Immediate Protective Service Plans
Experience in an outpatient/clinic care setting
Experience in clinical documentation and billing requirements
Experience supervising employees onsite at multiple work sites
Experience training clinical staff on medical records procedures
Experience communicating issues and producing procedural concerns
