Summary You will serve as a Human Resources Specialist (Recruitment & Placement) in the Recruitment and Placement Department of FLEET HRO NORFOLK. Responsibilities You will provide a full range of highly complex staffing advisory and program administration services for assigned commands. You will develop solutions and strategies to assist with recruitment and retention problems. You will provide guidance and expertise to manager and employees on all phases of recruitment/placement process. You will serve as a consultant to management as it relates to pay setting actions. Requirements Conditions of Employment Qualifications FOR THE GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience providing expert HR advisory services by applying comprehensive knowledge of HR laws, regulations, policies, and best practices to analyze complex organizational issues and recommending effective interventions. Experience conducting in-depth job analysis, developing qualifications rating factors, and executing strategic recruitment initiatives, ensuring compliance with Federal regulations and achieving organizational staffing goals. Experience utilizing comprehensive knowledge of Federal civilian pay setting policies and flexibility to accurately determine pay, advising management on compensation strategies, and supporting recruitment and retention efforts. Experience communicating complex HR information clearly and concisely through written reports/emails and oral presentations, ensuring stakeholders understand key issues and recommendations; experience using Microsoft Office Suite and other Human Resources tools to manage HR operations.
