Actalent is currently seeking a qualified Electrical Engineer for a position in Vancouver, WA. This Electrical Engineering position will provide electrical engineering design for the RAS Engineering (TENR) organization at Bonneville Power Administration (BPA). This position will provide confidential and professional services for a wide variety and large volume of project designs, drawings, communications, and associated / related documentation. Engineering services will be conducted following established policy, process, and practice, and will be provided to support Control Center (CC) or Substation work for Remedial Action Schemes (RAS) Engineering to which this position will report. This position will provide engineering expertise, assisting project managers and other engineering personnel in implementing projects, supporting field maintenance crews, and other related engineering activities.
In addition, as an electrical engineer, independently performs a wide range of tasks within the subject-matter or functional area assigned.Performs blocks of work which may be complete in themselves or segments of much broader projects.Assignments are composed of several aspects, each requiring independent analysis and solution, which must be integrated for the final solution.Complete projects, when assigned, frequently pertain to conventional or well-established @types of equipment or systems on which development has been completed, and which are not undergoing constant modification.Makes engineering determinations and applies judgment in the selection, interpretation, and application of relevant rules, standard procedures, or precedents.Finds and applies the appropriate precedents to the assignments and often makes minor adaptations to tailor guidelines to particular assignments.Uses computer technology in the performance of assigned engineering work. The work performed by this position will be primarily conducted in Vancouver, WA but there may be occasional, but rarely, overnight travel to project field sites throughout the BPA service territory.
Maintain databases related to the production of electrical and electronic drawings and documents.
Prepare detailed WECC, RAS engineering, RAS Logic and configuration files to support projects as assigned.
Prepare detailed design, material, or procurement specifications for equipment.
Prepare engineering designs and develop engineering requirements for the development, installation and modification of BPA facilities based on analysis of engineering and design requirements, project parameters, and technical information from multiple sources.
Draft and prepare RAS standard guides and templates for assigned projects.
May participate in site visits to the field to support RAS project scoping and design, verify equipment configuration at sites, and document as built records during project wrap up, as needed.
Perform review of drafted drawings and other documents for design accuracy and completeness; provide feedback and/or make necessary corrections.
Assist with special projects in area of expertise. Draft and recommend related business rules and workflow processes; assist with documentation and implementation of new or changed business rules, procedures, and processes.
Provide insight and recommendations into the development of new standards as well as updates to existing standards.
Conduct routine review of existing design standards.
As requested, provide on-going engineering assistance to new and/or less experienced team members regarding established organizational procedures and guidelines, industry and/or BPA standards, advanced techniques, etc.
Train new engineers in BPA processes, procedures, practices, and standards; share knowledge of RAS Engineering.
Participate in teams and individually to research and document existing inventory of RAS and related equipment; may include data entry and clean-up efforts and coordination with the local District Resource Specialist.
Provide engineering expertise to support engineering design and field personnel in all aspects of project documentation.
Organize and analyze drawings prior to setting up and discuss project complexity and time estimates with technical and supervisory personnel.
Participate in the development and revision of RAS drawing templates and standards.
Review submissions of As Built drawings and documentation. Assist in mentoring team members in the As Built process.
Review drawing lists and drawing packages before digital signature and distribution.
Update photographic records of all physical equipment as needed.
Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.
Requirements
Bachelor's Degree in Engineering (from an ABET accredited school) is required.
6 months of Electrical Engineering experience is required.
Candidates 3 months from graduation will be considered. Proof of degree may be requested after graduation. (Request attestation from supplier confirming degree was obtained)
Must have knowledge of engineering concepts, principles, and practices applicable to components and facilities found on a regional transmission system.
months of experience in performing design or technical review for electrical engineering designs, preferably in the following disciplines: Protective Relay and control, SCADA, Telecom, or substation.

Pay and Benefits
The pay range for this position is $35.00 - $39.00/hr.
