The OOLTC State Ombudsman will provide statutory leadership and statewide direction for Minnesota's Office of the Long-Term Care Ombudsman (OOLTC). The State Long-Term Care Ombudsman ensures compliance with federal, and state laws, sets policy, and issues final legal and confidentiality determinations to protect the rights, dignity, and welfare of residents in nursing facilities and other long-term care settings. Through advocacy, complaint resolution, and systems leadership, the Ombudsman elevates resident voices and promotes quality of life. The role also designates and certifies local ombudsman representatives, ensuring they meet training, confidentiality, and conflict-free standards under the Older Americans Act. Responsibilities include:
Management and administration of the Office relating to the statewide network of ombudsman services, serving nursing home residents, home and community-based consumers, and hospitalized Medicare beneficiaries and those seeking treatment.Assure the quality, efficiency and effectiveness of ombudsman services including consumer outcomes
Implement the federal Elder Justice Act in coordination with the federal Older Americans Act provisions under Title VII, and state Vulnerable Adult Act and state Ombudsman statute
Plan and direct the establishment of the office of Ombudsman annual legislative action program including legislative and regulatory proposals to respond to identified barriers to quality of care and services of long-term care service recipients
Exercise expanded federal regulatory and state statutory authority to designate qualified individuals to act as representatives of the Ombudsman performing ombudsman casework services
Direct and coordinate the activities of the Office of Ombudsman with appropriate state and federal agencies, consumer organizations, and local groups such as area agencies on aging, so that the credibility, effectiveness and efficiency of client dispute resolution services and consumer protection is either improved or maintained. Coordinate Office operations with appropriate units both within and outside of the MBA and DHS
The State agency and the Ombudsman must identify and address organizational and individual conflicts of interest that could affect the Office's effectiveness or credibility and must resolve any actual or potential conflicts in accordance with 45 CFR 1324.21.
Minimum Qualifications

Demonstrated leadership experience
Leadership experience can include:
Experience as a supervisor, leadworker, team lead, project lead;
Completion of a State of Minnesota leadership program (e.g. ELI, L4);
A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:
1+ year of experience identifying issues, goals and strategic actions
100+ hours per year time commitment
AND
5 years of specialized professional work experience demonstrating deep knowledge of federal and state ombudsman statutes, administrative law, and confidentiality obligations. Experience must demonstrate the following:
Strategic leadership, high level negotiation, legislative advocacy, and public testimony skills
Experience certifying federal reporting, resolving long term care facility disputes, and authorizing legal or administrative remedies
Ability to interpret, validate, and certify analytic summaries and federal reports produced by centralized analytic teams without performing hands on data analysis
Preferred Qualifications
Advanced judgment in applying statutory independence while coordinating escalation for legal/fiscal risk
Experience managing budgets with multiple funding sources, including tracking, allocating, and reporting across varied funding streams
Ability to work with the Deputy Ombudsman and cross-agency partners to ensure program compliance and statewide impact
Ability to delegate operational authority to a Deputy Ombudsman , set supervisory policy, and monitor the performance of delegated functions without performing routine supervision
Ability to identify issues that meet escalation thresholds and prepare concise, evidence-based briefs (options, legal implications, key data) for SLTCO/HSM-4 decision making
Variety of experiences working effectively with others from different backgrounds and/or cultures
