Responsibilities
Noblis and Noblis ESI are expanding our teams of smart, collaborative, proactive experts and professionals. We are seeking personnel to join our team of talented professionals who possess the experience, vision, commitment, and integrity to successfully support the strategic goals of the Department of Homeland Security (DHS) Science and Technology Directorate (S&T) Office of Mission and Capability Support (MCS).
DHS S&T was established by Congress to provide innovative scientific and technical solutions to the nation's homeland security challenges. Within S&T, MCS is responsible for executing the DHS research and development (R&D) programs, projects, and activities within the Critical Infrastructure Security & Resilience Research (CISRR) Program. DHS S&T partners with the DHS Cybersecurity and Infrastructure Security Agency (CISA) and Office of Intelligence and Analysis (I&A) to develop valuable resources for critical infrastructure owners and operators.
This role will provide project management support for DHS S&T projects promoting the security of the nation's critical infrastructure. We are looking for someone who is mission-driven, strategic, service-minded, and engages teammates to proactively and creatively solve problems.
This is currently a hybrid position requiring staff to be in-person at the DHS S&T client site in Washington, DC as needed in accordance with the requirements of the contract. Applicants must be located within the National Capital Region.
Role functions may include:
Analyzing and supporting the management of the scope, schedule, budget, technical, and strategic aspects of the project.
Creating compelling documentation and developing targeted communication strategies to showcase the impact and value of S&T research initiatives.
Performing tasks including, but not limited to, scheduling, writing internal memos, maintaining and updating Program Management records, maintaining and tracking action items, responding to data calls, drafting, reviewing, and delivering program and project briefings, records management, development of procurement requests, and coordinating daily operations of the assigned program.
Professionals in project management are responsible for planning, executing, and overseeing technical projects to ensure they are completed on time, within budget, and according to scope and quality requirements. They utilize their expertise in project management methodologies, tools, and techniques to coordinate resources, manage risks, and achieve project objectives. Typical responsibilities include defining project scope, objectives, and deliverables, developing project plans, schedules, and budgets. Project management roles also involve monitoring project progress, tracking milestones and deadlines, and managing changes and issues that may arise during project execution. Additionally, professionals may facilitate communication and collaboration among project team members, stakeholders, and other stakeholders to ensure alignment and transparency throughout the project lifecycle. Their expertise in areas such as stakeholder management, risk assessment, and conflict resolution enables organizations to deliver projects successfully, meet client expectations, and drive business outcomes.
This role will support the government client in managing projects and technical/functional solutions. Required Qualifications
Either:
Bachelor's degree and 10 or more years of relevant experience
Advanced degree or such equivalent credits/certifications and 5 years of relevant experience
Applicants selected must be eligible to receive DHS Suitability and a Secret Clearance.
Desired Qualifications
Demonstrated experience providing program management and analytical support to programs and projects serving DHS or other government agencies.
Experience with research and development contracts.
Excellent written and communication skills.
Attention to detail and service mindset.
Experience in strategic communications, critical infrastructure, physical security, software development, data analytics, systems engineering, chemistry, and/or financial analysis.
Demonstrated experience distilling complex topics, as well as developing and delivering briefings on technical topics.
Experience developing professional rapport and relationships throughout an organization.
Strong skills in using Microsoft products, especially Word, Excel, PowerPoint, SharePoint, and Teams.
Experience providing guidance, feedback, and consulting services to federal program managers.
Proven results-oriented, proactive problem-solving abilities.
Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments.
Interest in learning about and researching new technical areas; the right candidate will ask questions and seek to understand both technical and programmatic issues to apply to the project.
Experience facilitating resolution of customer requirements/needs, including helping to identify and document capability gaps, formulate and develop solutions, and participate in and contribute to strategic discussions.
Active Security Clearance and DHS Suitability are preferred.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.
