The primary purpose of this position is to serve as technical advisor to the Commander, 37 Communications Squadron (CS). Responsibilities Organizes and directs the work of the organization through four subordinate flights that include 366 military and civilian professional and technical personnel (up to the rank of Major and GS-13); and oversees the management of DoD contractors. Responsible for directing future planning efforts for all C4 systems for Lackland AFB, the evolutionary acquisition of information and administrative systems, and migration to an enterprise-wide IT environment Forecasts workloads and resource requirements, establishing realistic, obtainable objectives that are consistent with local and higher headquarters mission objectives. Contacts routinely encompass professional, technical and executive level personnel from higher headquarters, other Commands, DJSA, Army, Navy, major defense contractors and private industry. Develops and employs procedures that permit periodic analysis of work, output quality and timeliness, functional capability and responsiveness. Examples of specialized experience includes evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology; Application of telecommunications/information technology theories, concepts, principles, practices, and management; telecommunications policy, technology and programs; Applying communications policy requirements to function as technical authority regarding application of new theories, concepts, and developments to communication problems not susceptible to treatment by accepted methods, technology, or procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery knowledge of a wide range of telecommunications/information technology theories, concepts, principles and practices, and extensive experience in management of an extremely broad range of communication-computer systems from base level networks up to highly complex information technology systems. 2. Knowledge of the Department of Defense Planning Programming and Budgeting System, the Air Force Financial Management System, automated requirements control systems, and ability to provide cost-benefit analysis. 3. Ability to work with a variety of people and organizations that have diverse missions, issues, concerns, skill levels, backgrounds, agendas, cultures and values and skill to negotiate, develop consensus, and build coalitions to achieve objectives and resolve conflicts. 4. Knowledge of current contracting regulations, procedures, and management; acquisition strategies; the AF Communications and Information Strategic Plan and Concept of Operations for the AF Information Enterprise; and Major and Minor Military Construction Programs. 5. Ability to envision desired future management and organizational conditions; to proactively adapt to changing conditions in an environment of rapid technological change; to motivate, develop, inspire and empower employees and partners to work toward accomplishment of desired goals. 6. Knowledge of the principles of management to plan, organize, direct, implement and evaluate processes; to lead people through subordinate echelons; to manage resources in achieving desired results; and to sell programs and persuade/inspire others to take desired action.
