About the Paid Leave Division:
Paid Leave is a new program launching in 2026. The program will provide partial wage replacement to Minnesota workers who are out of work due to a qualifying condition, such as a severe health condition that prevents them from working, or when they need time to care for a family member or a new child. We are building a program that will be easy for every Minnesotan to use. We are engaging the people who depend on us-workers, employers, caregivers, and insurers-to learn from them and build the program around their needs. We are using modern service delivery and product practices to deliver the program. The Paid Leave team has high standards and an unrelenting commitment to serving Minnesotans. It is a start-up environment without legacy systems or preconceived ways of working, so we have a unique opportunity to create human-centric processes and systems to deliver this new benefit to Minnesotans.
Position Purpose:
This position exists to coordinate and administer document services operations within the Paid Leave enterprise contact center. The incumbent ensures the efficient receipt, sorting, and digitization of incoming mail, monitors workflow processes, and identifies opportunities for improvement to support timely and accurate program operations. The position provides technical program support, analyzes data, and recommends process and policy improvements consistent with the goals and requirements of the Paid Leave program. It involves collaboration with other contact center and program staff to ensure consistent service delivery and the proper handling of confidential and sensitive information in compliance with state and federal data privacy laws.
Key Responsibilities Include:
Coordinate Daily Document Operations - Oversee the receipt, digitization, indexing, and routing of incoming mail and documents for the Paid Leave program to ensure timely and accurate processing.
Maintain Workflow Efficiency - Monitor document processing queues, identify bottlenecks, and implement procedural adjustments to improve turnaround times and reduce errors.
Ensure Data Privacy Compliance - Handle confidential and sensitive information in accordance with state and federal data privacy laws, and ensure staff follow secure document handling procedures.
Analyze and Improve Processes - Collect and analyze workflow data to identify trends, recommend improvements, and support the implementation of new tools or procedures that enhance operational efficiency.
Collaborate Across Teams - Work closely with contact center and program staff to ensure consistent service delivery and resolve document-related issues impacting program operations.

Minimum Qualifications

One (1) year of experience coordinating or managing document processing workflows preferably in a high-volume environment.
Applicants that meet the above minimum qualification will be further evaluated on the following:
Knowledge of data privacy laws and practices.
Skills in using document management systems and workflow tools.
Experience analyzing operational data and making process improvement recommendations.
Ability to develop and deliver training materials and provide technical guidance to staff.
Preferred Qualifications
Experience working in a government or public sector environment, particularly in a contact center or program operations setting.
Knowledge of the Government Data Practices Act and federal privacy standards.
Experience with digitization tools, indexing systems, and secure document handling procedures.
Ability to lead or support continuous improvement initiatives.
Experience developing standard operating procedures (SOPs), job aids, and training documentation.
Knowledge of records retention schedules and compliance requirements.
