Summary This is an Air Reserve Technician (ART) position. ARTs are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. Responsibilities The primary purpose of this position is: to serve as an Air Reserve Technician (ART), technical authority responsible for coordinating the work of other journey-level workers to perform/advise scheduled or unscheduled inspections, repairs, replacements, troubleshoot, documentation, build-up and tear down, flightline maintenance and operational runs of aircraft propulsion systems installed or uninstalled, and to provide training to all assigned reservist personnel as required in the accomplishment of duties set forth herein. DUTIES: DUTY 1: Serves as technical authority to perform/coordinate/oversee troubleshooting and analysis of gas turbine engines to determine air worthiness of propulsion systems installed on aircraft on the flight-line and uninstalled in back shop and test cell capacities. Removes or installs entire propulsion systems from/on aircraft, test cell and maintenance stand working as a member or leader of a team. As lead, coordinates and certifies the work efforts of one to five subordinate technicians and other journey level mechanics. Maintains, inspects, operates and certify test cell and hush house. Leads engine run efforts and coordinates engine transportation, engine run clearance, fire department support and other outside agencies. DUTY 2: Coordinates, oversees and performs the disassembly, repair, overhaul, inspection and reassembly of aircraft propulsion systems, sub-assemblies, and components. Determines degree of disassembly required to repair or replace defective parts or components, make prescribed modifications and make final adjustments to achieve acceptable propulsion systems operation. DUTY 3: Skilled/certified in the operation and maintenance of diagnostic test equipment, on-board electronic equipment, a variety of special equipment, hand, measurement and power tools. Maintain certification on the completion of tasks requiring the use of various precision test/measurement equipment to include but not limited to Blade Blending, Rigid Borescope, Flexible Borescope w/measuring capabilities, Test Cell Operations, In Process Inspection, Bearing handling, etc. DUTY 4: Enforces and complies with safety practices and procedures following established safety rules and regulations and maintains a safe and clean work area. Strictly adheres to safety procedures and regulations and promptly reports any observed or identified violations in accordance with established guidelines. Certify, utilize and enforce the work produced under the USAF Technical Order Program and applicable commercial aircraft/propulsion manuals. Analyze changes to the guidelines, as well as maintenance modification orders, to determine material, equipment and personnel needs and to perform technical reviews of the guidelines, to locate discrepancies or propose improvements to methods or specifications. Prepares effective training plans to maximize training for assigned personnel. Complies with required instruction, guidance and/or training and provides instruction, guidance and training to others. DUTY 5: Perform Engine Health Management (EHM) program duties and properly document propulsion system maintenance in historical records and the Maintenance Information System (MIS). Retrieve/interpret aircraft propulsion system performance data using specialized equipment to identify abnormalities/trends in engine health and direct maintenance actions as required. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C for WG 8600-Engine Overhaul Group. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG 8600-Engine Overhaul Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to do the job of an AIRCRAFT ENGINE MECHANIC with little to no supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the installation, operation, and repair of gas turbine or reciprocating aircraft engines and accessory systems. Knowledge of engine repair practices to identify and correctly choose between alternative methods and trade techniques, adapt accepted repair procedures to new or unfamiliar engines or accessory systems, to anticipate required tools and parts, and to set up the work area. Knowledge of safety regulations, practices, and procedures. Knowledge of documentation procedures. Knowledge in the interpretation, certification and use of technical orders, manufacturers' manuals, engine records, maintenance bulletins, and other technical information. Skill in the use of measuring instruments such as vibration analyzers, pyrometers, engine analyzers, engine diagnostic computer systems, data transfer sets, and test benches. Ability to troubleshoot engine malfunctions, interpret trouble reports or observed instrument readings, appearances, etc., make a tentative diagnosis; select needed tools and test equipment; and disassemble the engine or accessory system to locate the defect. Ability to repair and rework engine parts and components and replace accessories such as portions of electrical, pneumatic, and hydraulic systems. OTHER SIGNIFICANT FACTS: This is an Air Reserve Technician (ART) enlisted position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow the incumbent to fully participate in Unit Training Assemblies (UTA) weekends. The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned non-ART duties, generally not to exceed 30 percent of total responsibilities. The incumbent must obtain and maintain a Secret Clearance level designated for the position. This is a testing designated position (TDP). The employee is subject to random drug testing. May be required to fly in commercial and military aircraft to perform temporary/permanent duty assignments and or to support Air Expeditionary Force (AEF) contingencies. May be required to obtain special certification training (i.e., Red X, engine run, etc.). The incumbent may be required to work overtime to meet workload demands. May be subject to shift work and uncommon tours of duty. Performs other duties and shop details, as assigned. May be required to work overtime, rotating shifts, uncommon tours, weekends, etc. The work may require the employee to drive a motor vehicle. An appropriate, valid driver's license may be required. FUNCTIONAL REQUIREMENTS: The work requires moderate to strenuous effort. Must stand, stoop, bend, and reach for extended periods of time. Frequently handles items weighing up to 20 pounds and often lift and carry assemblies weighing up to 50 pounds. Hoists, hand trucks, lifts, and other employees are available to assist when handling heavy or awkward items. May be required to climb steps and ladders and stand on slippery or inclined surfaces. ENVIRONMENTAL FACTORS: Work is performed in hanger areas, outdoors, in parked aircraft, and sometimes in hazardous noise areas. Exposed to extremes in heat, cold, humidity and inclement weather. Must work in confined areas and in awkward positions. Exposed to dirt, grease, and aircraft fluids, oil, hydraulic fluid, solvents, and hazardous fluids and gases such as Hydrazine and Halon. Subject to cuts, bruises, muscle strain, and injury from falls off scaffolds, ladders, and aircraft surfaces. Slippery or uneven walking surfaces. Working around machinery with moving parts. Working around moving objects or vehicles. May be exposed to intake suction and hot exhaust blast. Working closely with others. Working alone.
