Examples of Duties
The City of Tigard's Finance Department is currently seeking a qualified Business (Budget) Manager to join their team. This teammate, under the direction of the Director of Finance, will plan, manage, organize, direct, supervise and personally perform professional budgeting activities in accordance with the principles and procedures of public finance, budgeting, and Oregon state budget law.
Develops the citywide budget calendar, establishes budget assumptions, and guides the budget process; directs and manages the preparation of revenue forecasts and evaluates the impacts of the projections; monitors and evaluates revenues and expenditures throughout the year and identifies potential issues; works with department management to identify and evaluate options and strategies; oversees budget adjustment and supplemental budget processes.
Develops, administers, and monitors multiple fund and program budgets; develops justifications for budgetary recommendations and/or adjustments; participates in forecasting additional funds and resources; and manages administration and reporting activities.
Plan, organize, manages and administers the annual budget, supplemental budgets, special financial analysis, and long-term financial plans and forecasts.
Provides expert guidance and technical assistance to the city budget team and other department staff including the development and provision of training related to budget preparation, submission, budget software and budget reporting.
Analyzes and reviews federal, state, and local laws, regulations, policies, and procedures in order to ensure compliance; monitors and evaluates economic trends, policy issues, operational needs, and other developments related to financial planning and budgeting matters; conducts analysis on best practices and trends; formulates and implements strategies and solutions to address financial challenges and operational objectives.
Acts as the content expert for the financial management software systems, including the budget interface; participates in the development, implementation and evaluation of manual and automated budget accounting systems and controls; oversees process improvement and automation efforts for the budget system.
Meet with program staff to review and monitor budget expenditures and projections.
Research and request additional budget authority throughout the fiscal year from City Council, when needed.
Analyze complex problems, evaluate alternatives and implement creative recommendations for most departments.
Point of contact for all budget questions citywide
Hires and supervises professional staff support of the established goals, objectives and service expectations; plans, directs, monitors and evaluates the performance of staff; establishes performance requirements and professional development targets and provides coaching for performance improvement; provides employee recognition; recommends and administers progressive discipline; conducts and/or facilitates budget staff training and development programs; promotes cooperative team efforts among staff and with other City departments.

Minimum Qualifications
Any combination of training and experience, which would provide the required knowledge, skills and abilities, to perform the essential functions of the position, may be qualifying. A typical way to obtain the required qualifications would be:
Equivalent to graduation from an accredited four-year college or university with major coursework in accounting, finance, business or public administration, or related field, AND
A minimum of five (5) years of experience in professional budgeting, accounting, and financial operations, and
Including two (2) years of supervisory or management experience.
Preferred Qualifications:
Skills related to planning, directing and integrating a variety of complex financial planning and budgeting programs and activities.
State of Oregon local budget laws; research methods, statistical and financial analysis techniques.
Principles and practices of public administration; software applications for accounting and budgeting systems. Federal, state, and local statutes, best practices, rules, and regulations applicable to governmental budget and accounting
Experience with Tyler Munis and Questica Budget Software
Licenses and Certifications
Possession of a valid driver's license with satisfactory driving record.
Supplemental Information
Union Representation: This position is not represented by a union. This position is exempt.
Schedule : 40 hours per week (Monday-Thursday) General Hours 7:30-6:00 p.m. There is flexibility working remotely up to 1 day per week.
