This position provides leadership and coordination for all grant, contract, and budget management functions within the Bureau of Criminal Apprehension's Minnesota Justice Information Services (MNJIS) division, ensuring compliance with state and federal laws, regulations, and mandates. The role monitors the scope of MNJIS agreements, ensures financial obligations and priorities are met, and facilitates communication and training related to these processes.
The incumbent serves as the central liaison for MNJIS contracts, including IT professional/technical and staff augmentation agreements, collaborating with BCA, DPS, and MNIT staff to manage requisitions, onboarding, invoicing, and overall contract administration supporting MNJIS systems, services, and projects. The position ensures contract funding sources and amounts remain current through tools such as burn-down estimates and financial tracking and verifies that procedures are in place for contractor background checks and required training. The position will collaborate with business and IT managers, product managers, and planning managers ensuring that vendor and contract terms are fully met.
This position also leads the coordination of MNJIS grant activities, including identifying potential opportunities, preparing applications, monitoring expenditures, and ensuring compliance with state and federal grant requirements. The incumbent prepares funding requests, oversees reporting for awarded grants, and ensures timely completion of all funded work in partnership with business and IT leaders.
Additionally, the position contributes to budget development and oversight, participating in annual and biennial budget forecasting, monitoring spending plans, reconciling actual expenses, and developing fiscal notes. The incumbent works with BCA staff to ensure appropriate fund allocation and prepares reports and materials that communicate contract, budget, and funding status.
MNJIS serves as the statewide gateway to criminal justice information systems and services and coordinates Minnesota's criminal justice information integration efforts. MNJIS also fulfills the BCA's responsibilities as the state's designated Criminal Justice Information Services (CJIS) Systems Agency, overseeing the administration and use of the FBI's CJIS Division programs within Minnesota.
This position is eligible for telework up to two days per week at supervisory discretion.

Minimum Qualifications
Three (3) years* of experience to include all of the following:
Managing vendor contracts and vendor relationships, including monitoring service level agreements
Working with budgets and fiscal reports
Knowledge of computer software programs including Microsoft Word and Excel sufficient to generate, organize, and analyze financial data.
Professional experience in information technology, with knowledge of and participation in IT projects.
Strong organizational and analytical skills.
Excellent written and verbal communication skills.
Excellent human relations skills sufficient to work cooperatively with individuals from diverse backgrounds.
*A bachelor's degree from an accredited school in accounting, finance, business administration, or closely related field can substitute for one (1) year of professional experience.
Preferred Qualifications
Three (3) years of experience overseeing grant-related activities, including grant writing, administration, monitoring, and reporting.
Experience working with governmental budgets and fiscal reports and implementing project strategies and outcomes.
Experience in developing and improving business or administrative processes to enhance efficiency and compliance.
Experience with and knowledge of legal and criminal justice terminology.
Experience working with MN State government financial, contracting, and grant systems (SWIFT, EPM, or MNIT systems).
Knowledge of the Minnesota state and federal law as it relates to contracts and grants.
Physical Requirements
Requires occasionally moving and transporting such articles as file boxes and heavy hand tools or heavier materials with help from others, and moving and transporting light objects frequently. Even though the weights being moved and transported may be a negligible amount, a job in this category may require positioning self to move to a significant degree or may involve maintaining a stationary position for extended periods.
