About the Indiana Utility Regulatory Commission (IURC):
The Indiana Utility Regulatory Commission is an administrative agency that hears evidence in cases filed before it and makes decisions based on the evidence presented in those cases. An advocate of neither the public nor the utilities, the Commission is required by state statute to make decisions in the public interest to ensure the utilities provide safe and reliable service at just and reasonable rates.
Role Overview:
The Indiana Utility Regulatory Commission's (IURC) overall mission is to ensure that safe, adequate, efficient, and reliable utility services are provided at just and reasonable rates; that the interests of all stakeholders are effectively evaluated and balanced; and that the well-being of the state, its economy and its citizens are advanced, protected and preserved.
The function of the Water/Wastewater Division is to support the Commission in achieving its overall mission as described above pertaining to the water and wastewater industries. The Division monitors and evaluates regulatory and policy initiatives that affect the utility industry and advises the Commission on technical, financial, and policy matters.
The Director will supervise a team of technical analysts providing leadership, guidance and management of cases. Case content includes rate increase requests, rate design, evaluating physical facilities used by utilities, trackers, acquisitions, territory disputes, addressing small, troubled utilities, affiliate transactions, etc. The Director will be responsible for assigning staff to each case who will draft a comprehensive report to advise and assist Commissioners with decisions. The Director will provide guidance and expertise to staff drafting the report.
Ultimately, the Director works to coordinate staff activities to ensure that Division responsibilities are performed efficiently while producing a high-quality work product. The position entails the application of economic, financial, accounting, and engineering analysis to topics that affect utility companies and retail customers in Indiana. The position requires detailed and efficient review of analyses presented by regulated utilities, consumer advocates, consultants, and other interested parties in docketed cases before the Commission and makes recommendations to the Commission based on the results of the review. The Director also does research, drafts reports and advises the Commission on other policy, rulemaking, investigative and federal issues.
The workplace location for this position is the IURC's office in Indianapolis.
Salary Statement:
The salary for this position traditionally starts at $101,226.00 but may be commensurate with education or work experience.
Essential Duties/Responsibilities:
The ideal candidate will have excellent written and oral communication skills and possess a high-level ability to analyze complex financial evidence and draw sound conclusions.
Must have supervisory experience and an ability to manage and prioritize multi-disciplinary staff and projects while independently conducting research and analysis on a variety of issues.
The Director will also provide advice relating to technical, regulatory issues affecting the water and wastewater industries.
The work product of these efforts may be required to be presented professionally to a number of parties, both internal and external of the agency. Involved parties may include, but not be limited to, Commissioners, Administrative Law Judges, General Counsel attorneys, the Office of Utility Consumer Counselor, legislators, utilities, intervenors and the public.
Must have an understanding of, and continually develop knowledge concerning, the application of academic theory and emerging issues to cases and issues confronting the Commission, including in the areas of utility accounting, economic/financial/ratemaking principles, cost-of-service (revenue, expenses, rate base, cost of capital, cost allocation, and rate design).
Must have an expert knowledge and understanding of the water and/or wastewater utility industries and the fundamental regulatory principles, rules, regulatory procedures and precedents. This should include knowledge of methods used to analyze financial and other management records of regulated public utilities and an understanding of state laws, administrative code, and IURC case precedent that apply to regulated water and wastewater utilities.
Job Requirements:
Must possess a bachelor's degree in a relevant field of study (e.g. accounting, engineering, economics, or finance). An advanced degree and/or a professional certification (e.g. CPA, PE, CRRA) is preferred.
The position typically requires 10 years of regulatory and/or utility industry experience, or a combination of eight years of experience along with 1) an advanced degree or 2) professional certification.
The incumbent must be able to perform his or her duties with little or no direction and supervision.
Must have proficiency with Microsoft Office applications.
