Job Summary
El Paso County is seeking an experienced and motivated Highway Manager to lead the operations that keep our roads, bridges, and drainage systems safe, reliable, and efficient. This role oversees the planning, construction, maintenance, and repair of vital transportation infrastructure, ensuring compliance with County standards, budgets, and public expectations.
As a key leader within Public Works, the Highway Manager will guide a dedicated team in delivering essential services that directly impact the community--- from snow removal and drainage maintenance to new road construction and emergency response.
What You'll Do
Direct daily operations and staff across multiple sections of the Highway Division, including paving, drainage, weed control, and snow operations.
Supervise, mentor, and develop employees while fostering a culture of safety, accountability, and continuous improvement.
Manage budgets, resources, and project schedules to ensure efficiency and quality performance.
Collaborate with County departments, municipalities, and outside agencies to coordinate major road and infrastructure projects.
Support long-range planning, strategic goals, and data-driven decision-making for the Division.
Respond to after-hours emergencies and lead teams during critical events such as storms or natural disasters.

Manages the internal and external activities of the assigned Highway Division sections. Performs a variety of duties to plan, organize, and coordinate highway maintenance and operations, including the construction, maintenance, and repair of the County road, bridge, and drainage systems in compliance with appropriate standards and budgets. This position functions under the general direction of the Division Manager - Public Works. Employment is subject to the terms, conditions, and policies detailed in the Personnel Policies Manual (PPM). This position requires regular in-person presence as an essential job function.
Essential Duties/Responsibilities
Manages operational and staffing activities for the Highway Division, including road maintenance, asphalt paving, drainage, dust abatement, weed control, new construction of roads and bridges, earthwork, graveling of roads, aggregate mining, stockpiling of materials, crack sealing, street cleaning, signing and striping, snow and storm services, and emergency response to critical incidences.
Provides supervision, guidance, and training to assigned staff. Determines ongoing training needs of staff and ensures proper training is provided. Conducts performance evaluations and motivates employees to reach peak productivity and performance; participates in the hiring and disciplinary process.
Provides project schedules, reports, and data analysis to assist in the management and monitoring of the Division and ensure efficient deployment of resources.
Identifies data to be collected, ensures quality and accuracy of data used in management decision-making and evaluates goal measurements, productivity, and effectiveness of services.
Assists in monitoring, evaluating, and responding to the efficiency and effectiveness of procedures and service delivery methods; assesses and monitors workload, administrative and support systems, and internal reporting relationships to ensure effective and efficient use of department resources.
Assists in the development and administration of the assigned budget, forecasts required funding needs; monitors the expenditure of division funds to ensure effective and efficient use of Division resources.
Develops and implements strategic plans, goals, and goal measurement, objectives, priorities of assigned programs; recommends appropriate service and resource levels; recommends and implements improved policies and procedures.
Serves as a liaison and spokesperson for the Division; coordinates services and activities with other County departments, divisions, municipalities, jurisdictions, outside agencies, organizations, and the public relative to the construction, maintenance and repair of highways, drainage facilities, bridges, and right-of-ways.
In conjunction with the Engineering Division, participates in the inspection of roads, drainage structures, and bridges to facilitate pavement management, drainage facilities and signing/striping inventory systems for determination of long and short term maintenance and construction project priorities.
Assists in long-range planning, operation, construction, maintenance, and repair of assigned facilities.
Assists the Engineering Division in the preparation of construction project costs, specifications and bid proposals; reviews construction plans of various capital projects.
Assists in the preparation and coordination of contracts, specifications, bid proposals and purchase of construction equipment, materials, supplies, and inventory activities in coordination with Fleet Management.
Facilitates and serves as communications nexus, ensuring foremen have access to all data required to manage, negotiate, and resolve significant and controversial issues; organizes and assists with joint inspection and projects with other County departments and local jurisdictions.
Advises and follows-up with staff regarding citizen inquiries and public requests for information.
Attends meetings, makes recommendations and presentations on information as required; prepares and presents staff reports and other necessary correspondence.
Conducts a variety of organizational studies, investigations, and operational studies; reviews and evaluates work projects, methods, and procedures; recommends modifications to assigned programs, policies, and procedures. Provides direction and assistance regarding highly complex duties or issues.
Assigns after hours on-call duties; directs snow removal and emergency crews.
Responds to on-call after hours emergencies, such as snow removal, flood repair, tornado clean-up, or any other natural disaster or safety need for the motoring public.
Performs other duties as required.
