Under general direction, provides direct ongoing supervision and managing the Network Operation Center (NOC), which includes Operation administrators and network staff; support operational and network working in a large network (LANs); provides ongoing remedial user training; integrates hardware, operating systems and program applications; prepares and manages disaster recovery site. Performs most difficult and complex duties of the Network Operation Center. This is a multi-shift (24/7 by 365 days Center).
Essential duties include, but are not limited to, the following:
Supervise, assign, review and may participate in the work of the subordinates and network staff in assigned NOC
Manage the resolution issues on network layer 1 and 2
Review and recommend a variety of personnel actions in such areas as performance evaluation, training, selection and disciplinary measures
Monitor and review work in progress; provide technical assistance and guidance
Ensure that appropriate policies and procedures are followed by subordinated
Provide technical input and coordination in the development of the work unit budget
Analyze and recommend procedures consistent with departmental directives, policies developed by high level management staff
Coordinate, monitor, and administer complex operating systems software upgrades
Oversee technical resolution of user issues and coordinate with Service Desk staff
Coordinate system-related activities with other departments for multi-departmental system projects
Review and provide technical input on software/hardware procurement and service contracts
Research and evaluate software and hardware technologies for future requirements
Assess user-training needs and develop training programs and materials as needed
Develop detailed specifications and prepare procedures documentation
Prepare and manage business continuity disaster recovery site
Manage and review the performance of contractors and vendors
Attend meetings in representing O&I on committees as necessary
Perform related duties and responsibilities as required.
Appointment Type: Permanent Exempt (PEX), Full Time position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointment officer. The anticipated duration of this project position is up to thirty-six (36) months and will not result in an eligible list or permanent civil service hiring. Project-based positions cannot be ongoing or exceed 36 months.
Work Location: Incumbent will conduct the majority of work at the Department of Technology, (1 S Van Ness, Ave San Francisco, CA 94103). However, there may be situations where the incumbent will be required to work at other sites throughout the City of San Francisco as necessary.
Nature of Work: This is a hybrid role requiring on-site work at our San Francisco office as needed. Occasional travel within San Francisco may be required. Incumbent may be required to provide 24-hour on-call support to ensure rapid recovery from software or hardware problems for mission-critical systems and networks.
Education: An associate degree in computer science, computer engineering, information systems, or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in one of the fields above or a closely-related field].
Experience: Three (3) years of experience analyzing, installing, configuring, enhancing, and/or maintaining the components of an enterprise network.
Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units/ forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in one of the fields above or a closely related field. OR Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree.
Desirable Quali?cations:
Supervisory experience in a 24/7/365 operational environment
ITIL certification (Information Technology Infrastructure Library)
Strong customer service orientation with a focus on end-user support
Experience in vendor management, including performance monitoring and contract compliance
Familiarity with the City and County of San Francisco's procurement processes and systems
Working knowledge of Mobile Device Management (MDM) and desktop management tools such as Microsoft System Center Configuration Manager (SCCM)
Understanding of network performance monitoring concepts and tools, including SolarWinds and Zabbix
Knowledge of human resources policies and procedures, including performance management and staff development
Note: Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted.
One-year full-time employment is considered equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.
