Chartered in 1834, the Long Island Rail Road (LIRR) is the largest, busiest, and oldest continuously operating commuter railroad in the United States. In 2024, this 24/7/365 operation served 75.5 million riders on a system that stretches nearly 120 miles - from Penn Station and Grand Central Madison in Manhattan to Montauk on the eastern tip of Long Island.
JOB SUMMARY :
This position is responsible for providing mission critical reports on operations performance, identifying system weaknesses and other departmental risks. The incumbent is responsible for the development and oversight of operations analysis, with emphasis on Biometrics, On-Time-Performance, and other operating statistics including Fare Collection, Efficiency Testing, Critical Risk Management, and other operational areas. The integration of various complex data systems & data management is an integral part of core responsibilities. The incumbent must be able to provide senior staff with executive summaries, which define the company's position on incident responses and planned improvements to the infrastructure and/or operating practices. The executive summaries must be supported with risk analysis, based on historical data, trends and events. The incumbent must also be able to provide all transportation sections with accurate employee compliance reports, which enforce the company's position on biometric guidelines and improve availability and fiscal accountability. This position will also provide assistance (as applicable) in recovery efforts of train operations during major service disruptions.
DUTIES AND RESPONSIBILITIES :
Perform and maintain operating statistics through the use of mathematical formula and the maintenance of various database systems.
Conduct reconciliations between various systems/databases (Kronos, OBTIM's, Train Delay Recording, SAFER Database, TEAMS, Hastus, and future systems) to ensure accuracy of reports.
Conduct calculation based on actual data, specific to impacts based on external uncontrollable factors.
Conduct complex statistical analysis in support of operational performance and needs. Focus on performance improvement strategies and provide insight to "root cause" of anomaly information.
Analyze the impact of new data capture tools, both customer facing and internal, with a focus on identifying actions to optimize performance
Manage and oversee data collection and dissemination of operating statistics on daily, weekly, monthly, and annual basis. Develop reports focusing on key statistics, based on daily detailed review of train performance logs.
Create ad-hoc reports for high-visibility reports on operational data trends and analysis as needed. Answer statistical questions as they arise by Department management employees.
Establish and maintain LIRR electronic databases essential for train scheduling, timing, delay analysis, and performance documentation through partnerships with Service Planning, Information Technology, Revenue Compliance. Manage the input and editing of information into TIMACS, TPSS, Train Delay Recording, Data Warehouse, SAFER, and future systems.
Analyze data from various systems/databases including biometrics, crew book, operations download, job assignments, and payroll data to indicate instances of biometric noncompliance with discipline being assessed as necessary.
Generate new procedures to reduce occurrences of data input errors, provide operational insight as it relates to operations performance.
Provide operational assistance during major service disruptions. Perform other assignments as requested by senior management.
Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Promote safe work practices and provide safe working conditions. REQUIRED EDUCATION AND EXPERIENCE :
M ust have a Bachelor's Degree.
Must possess approximately 5 to 7 years of satisfactory full-time professional experience in the development, collection, evaluation and use of data relating to performance measurement, financial analysis, operational procedures, staffing requirements, including development of financial models, preparation of charts, graphs and other executive reporting mechanisms.
Must possess exceptional data management and computer skills, including the Microsoft Office Suite with advanced knowledge of Excel, Access, PowerPoint, and Word.
Must possess strong communication and interpersonal skills, including ability to deliver written and oral presentations to senior management. Must possess good judgment and decision making ability with a high degree of professional integrity and ethics.
Must possess superior ability to pay attention to details and be thorough and timely in completing work tasks.
Must possess strong analytical and problem-solving skills with the ability to identify problems, use logic to address issues, and recommend solutions. Must have demonstrated organizational, evaluative, judgment, and decision making skills.
Must be available to work 24/7 during major service disruptions.

PREFERRED QUALIFICATIONS :
Bachelor's Degree in Data Analytics, Computer Science, Information Technology, Information Systems, Statistics/Mathematics, Business or related field of study.
Prior experience with LIRR biometric payroll data.
Graduate degree
Understanding of the Rules of the Operating Department and the physical characteristics of the LIRR.

Actual salary offers may vary based on individual work experience. The annual salary range is subject to change and may be modified at the company's discretion.
Employees driving company vehicles must complete defensive driver training once every three years for current MTA drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
