Inspects construction methods and workmanship to ensure contractors build roadways, bridges, traffic signals, airports and related structures in accordance with plans and specifications; acts as consultant regarding work progress and problem resolution; may serve as the only inspector on a construction project or assist in overseeing construction inspection activities for very large and/or complex projects within a district or conduct statewide construction inspection activities for ongoing airport improvement projects. Responsible to a licensed professional engineer who has full authority for approval of all work. Work requires contact with contractors. May perform materials tests and manufacturing process inspections at fabrication sites. Employees at this level follow standard practices that do not require frequent supervision of details.Essential Duties for Construction Inspector I: Advises supervisor of inspection activities and problems at plants and assists in coordinating inspections. Ensures adequate levels of equipment and materials are assigned to projects; ensures material tests are performed and materials meet required standards. Ensures contractors build roadways, bridges and related highway structures and/or airport improvements in accordance with plans and specifications. Observes and inspects ongoing construction work. Prepares monthly and final estimates. Assists in engineering-related data collection, inspections, assessments, analysis, and review activities for plan development by others. Resolves differences in interpretation of plans and specifications. Drives/travels to geographically separated fabrication plants/project sites to monitors program status; perform unannounced inspection of operations, and problem resolution. Performs other job responsibilities as assigned. Additional duties for Construction Inspector II include:Duties of Construction Inspector I along with: Interprets plans and specifications and negotiates with producers and suppliers to resolve differences. Attends pre-construction meetings and answers questions from contractors and other attendees. Calculates payments due contactors for work completed. Monitors project phasing and traffic control plans or airport closure plans and ensures compliance with approved safety standards, inspects barricades, as required moves traffic control devices and barricades. Documents work progress and issues arising throughout scope of project. Performs other job responsibilities as assigned.Additional duties for Construction Inspector III include:Duties of Construction Inspector I and II along with: Handles Problem calls from producers, suppliers, inspectors and construction project field personnel. Moves equipment, tools, materials and products. May assist in planning and coordinating office operations. Oversees construction record-keeping activities, recommends payments to contractors; recommends change orders, extra work orders/supplemental agreements; reviews proposed change orders submitted by consultants, prepares reports. Prepares and reviews correspondence. Coordinates inspection schedules, traffic control needs, and access issues directly with district personnel. Assists in engineering-related data collection, inspections, assessments, analysis, and review activities for plan development by others. Resolves differences in interpretation of plans and specifications. Serves as a lead worker or project leader. Trains and mentors less experienced inspectors on work methods. Drives/Travels to geographically separated fabrication plants/project sites to monitor program status; perform unannounced inspections of operations, and problem resolution. Performs other job responsibilities as assigned.Additional duties for Construction Inspector IV include:Duties of Construction Inspector I, II, and III along with: Composes correspondence, reports and supportingdocuments, files; orders supplies and equipment. Ensures inspectors turn in monthly estimates in an accurate and timely manner to facilitate payments to contractors. May oversee inspection of Exempt Federal Aid projects. Oversees preparation of monthly and final estimates. Advises supervisor of inspection activities and problems at plants and assists in coordinating inspections. Analyzes procedures to identify deficiencies and recommends improvements to management. Assists Project Engineers in determining number of inspectors needed on assigned projects. Consults with Project Engineers, resident project representatives and contractors superintendents on work progress and construction problems; reviews equipment utilization data and time/cost estimates. Coordinates communication between district/division/Department of Public Safety and other external entities. Ensures adequate levels of equipment and materials are assigned to projects; ensures material tests are performed and material meet required standards. Ensures prompt notification and/or repair of any deterioration or damage that could be hazardous to the traveling public or more costly to repair if neglected. Is responsible for operations and works full-time at a geographically separated location. Reviews construction records, inspection reports and records audits to ensure contractors build roadways, bridges and related structures in accordance with plans and specifications. Mentors and develops technical employees in test and inspection procedures and material specifications. Performs other job responsibilities as assigned.
