The Office Of Ethics Department is actively seeking an Ethics Attorney.

This position provides program and administrative support to the Director of the City's Ethics, Compliance and Oversight Office (Ethics Office). The primary duties include assisting the Ethics Office and the Jacksonville Ethics Commission with ensuring compliance with various and complex state and local ethics laws and providing legislative and training support. The Ethics Office is responsible for training all City employees and officials, responding to inquiries, providing advice on state and local ethics laws, and supporting the Ethics Commission in administering and enforcing City ethics laws.
**Salary will be commensurate with experience.
Examples of Work
Legal Compliance:
Provides written and verbal guidance on the application of state and local ethics laws including conflicts of interest, voting conflicts, gifts, financial & gift disclosures, campaigning, dual office holding, Sunshine Law, Public Records, lobbying, and misuse of position.
Performs legal research and drafts comprehensive memoranda of law and advisory opinion requests to the Florida Commission on Ethics as needed.
Reviews and submits recommendations to the Ethics Director for travel authorizations required by the Jacksonville Ordinance Code.
Reviews and submits recommendations regarding inquires related to the Employee Services Conflict of Interest and Secondary Employment Disclosure directive in compliance with the Jacksonville Ordinance Code and related Employee Services directives.
Reviews requests for waivers of local conflicts of interest and post-employment restrictions in the Jacksonville Ordinance Code and supports the exemption review committees.
Manages the Ethics Office's compliance initiatives, including tracking the filing of financial and gift disclosures for City officials and employees and assisting in administering Citywide gift registry.
Assists with implementation and presentation of research-based training for City and Independent Authorities' officials and employees, with a focus on developing an ethical culture City-wide in compliance with the Federal Sentencing Guidelines standards.
Establishes and maintains effective working relationships with the Office of General Counsel, Florida Commission on Ethics and Attorney General's Office to facilitate efficient processing of complex ethics issues.
Works with officials and employees of Independent Agencies on complex ethics matters.
Responds to request for assistance regarding the City's lobbyist registration system.
Responds to public records requests.
Legislative Support:
Assists the Ethics Office and the Ethics Commission with preparing recommendations for proposed legislative changes and other legislative initiatives.
Assists with the periodic review of the Jacksonville Ethics Code set forth in Chapter 602 of the Jacksonville Ordinance Code.\
Supports the Ethics Commission in revising the Ethics Code in response to issues that arise.
Works with Employee Services to draft and review policies and directives related to ethics.
Tracks state and local ethics related legislation
Supports Ethics Office and Jacksonville Ethics Commission:
Supports the research, development, and revision of gift policies in departments across the City.
Conducts review, research, and analysis of ethics complaints. Responds to inquiries regarding Ethics Commission complaint process and Complaint Procedures. Makes recommendations on resolution of complaints.
Facilitates various initiatives of the Commission and preparation for the Ethics Commission meetings.
Knowledge, Skills and Abilities
Ability to critically read, understand, analyze, and communicate legal principles and precedents in resolving complex ethics issues .
Excellent written and verbal communication skills, with emphasis on effective, clear, and concise communications.
Ability to conduct research on ethics issues and prepare requests for opinions.
Ability to obtain knowledge of local and state ethics laws and opinions.
Ability to analyze and prepare proposed changes to Jacksonville Ethics Code.
Ability to effectively present in a variety of formal settings - one on one, group, peers, direct reports, etc. and effectively train adults.
Ability to demonstrate, model and reinforce the Ethics Office's values of fairness, respect, honesty, excellence, and teamwork.
Ability to establish and maintain effective working relationships.

Open Requirements/Supplemental Information
Graduation from an accredited law school
Florida Bar member in good standing
Law review preferred
Seven to ten years of progressively responsible experience in the practice of law
Professional experience working with a government ethics program and training adults is strongly preferred
Professional experience in local government law may be considered
