Summary About the Position: This Engineering Technician (Civil) position is with the U.S. Army Corps Engineering District, Engineering & Construction Division with a duty station location of Edinburg, Texas. Responsibilities Utilize practical knowledge of engineering methods and techniques to perform the following office engineering and quality assurance duties associated with construction contract management and administration at a Construction Resident/Project Office. Review new contract drawings and specifications for bid solicitations and contract administration. Serve as the Resident Office's coordinator and liaison person between contractor Government and Architect/Engineer firms and personnel for the receiving, reviewing and dissemination of shop drawings and submittals. Provide support to office staff with the preparation and settlement of contract modifications. Review contractor QC and Government QA reports monthly to determine if time extensions for unusually severe weather are warranted. Promptly complete all contract administration actions necessary to fiscally close out construction contracts within established time standards. Visit on-going construction sites to perform quality assurance and contract management activities. Specialized Experience: One year of specialized experience which includes: 1) Conducting pre-bid site visits and pre-work conferences to prepare plans and specifications for formal contracts; AND 2) Reviewing plans and specifications of formal contracts to assure construction feasibility and recommend changes and/or modifications to original design; AND 3) Developing long-range plans and preventive maintenance schedules for the continued operation and maintenance of facilities, equipment, and utilities.
