The successful applicant should possess strong expertise in managing monthly financial close processes, monitoring entity-wide budget and providing multi-level financial analysis on expenses and revenue.This position reports directly to the Chief Financial Officer and provides supervision of the Budget Department and the Financial Reporting Team. The Budget Director is responsible for the Commissionand#8217;s Operating Budget, Annual Financial Report and Fiscal Notes. Managing financial analysis to identify cost drivers and opportunities for cost-saving.

Reviewing, analyzing, and interpreting Government Accounting Standards Board Statements and Comptroller of Texasand#8217; Accounting Policy Statements.
Developing, reviewing, and presenting the Governorand#8217;s Office of Budget and Legislative Budget Board Operating Budget, Internal Annual Operating Budget, and Annual Financial Report.
Provides senior-level leadership in budget planning, oversees the development of establishing goals and objectives.
Responsible for leading key budget activities, including agency fiscal note responses and agency supplemental needs requests.
Oversees the daily operations and activities of the Budget and Financial teams. Plans, assigns, and supervises the work of staff.
Provides guidance to staff in the development and implementation of operating budgets.
Ensures projections are incorporated into agency and division budgets as appropriate.
Projects, analyzes, and reports available departmental funding by methods of finance using complex financial models and incorporating appropriate indirect cost rates.
Oversees the preparation of and reviews/analyzes financial reports related to funds, reimbursements, fees, appropriated receipts, and other fund areas as assigned for review by management.
Reviews and approves operating procedures and processes that implement agency policies and reviews operations to identify needed changes and makes recommendations to improve operations.
Oversees the development, coordination, preparation, completion, implementation, and submission of the agency's Mid-Year Budget Review.
Reviews draft appropriation requests; makes necessary revisions for accuracy and conformance with instructions; and assembles into five-year budgetary schedules to include Strategy Requests, Sub-strategy Requests, Exceptional Item Requests, and other required supporting schedules.
Prepares, reviews, and analyzes cost estimates and fiscal notes for proposed legislation.
Reviews fiscal impacts of proposed rules for adoption.
Responds to budgetary inquiries from the legislature, Governor's Office, state and federal agencies, and the Legislative Budget Board.
Manages and develops staff through training, performance appraisals and consultation.

Qualifications: Minimum QualificationsBachelor's degree in finance, accounting, or a closely related field;
Ten (10) years of progressively responsible experience in budgeting, finance, or accounting roles;
Demonstrated experience in the analysis and evaluation of financial data;
Six (6) years of experience in a managerial position.Preferred QualificationsMasterand#8217;s degree in business administration (MBA) from an accredited institution in the field of finance, accounting, or a closely related field;
Certified Public Accountant (CPA)
Experience with Texas CAPPS accounting system
Experience preparing an annual financial report for a state agency
Experience developing a state agency operating budget
Experience managing the development of Legislative Appropriations Request (LAR)Work Hours: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternate schedules for employees, as long as it does not adversely affect operations and service levels, and standard hours of operation are maintained. The Commission may also offer telework based on the agencyand#8217;s approved Telework Plan.
