Responsibilities Duties described below reflect the full performance level GS-12. Duties assigned to an entry grade of GS-11 will be developmental in nature. Directs the preparation, analysis, reconciliation, consolidation and submission of all required finance reports within established deadlines to higher level management. Conducts analysis to determine the effectiveness of operations, compliance with established policies and procedures, reliability of transactions and validity of supporting documentation. Manages the review of a variety of financial policies, guidelines, data, documents, reports, processes and procedures to determine trends preventing operational efficiency. Identifies actual and potential problem areas and develops actions and taskings to improve operations, correct deficiencies and resolve all discrepancies, differences and problems posed by internal and external sources. Resolves pay and entitlement problems unique to the customer. Establishes and maintains internal control procedures to protect against fraud, waste, and abuse. Requirements Conditions of Employment Qualifications One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09 for the GS-11 level or GS-11 for the GS-12 level) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience at the GS-11 level is defined as: conducting financial pay analysis and providing support for large-scale automated payroll systems; or providing guidance on financial management principles to ensure accurate pay system processing; or assisting in the preparation and submission of all required finance reports. Specialized experience at the GS-12 level is defined as: applying comprehensive knowledge of financial standards related to Civilian Pay systems, interpreting complex regulations and policy guidance; or providing technical expertise on financial standards and principles for Civilian Pay operations; or making recommendations on operational requirements and improvements for existing Civilian Pay processes. Time-in-Grade for GS-11: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-09 or higher grade in Federal Service. Time-in-Grade for GS-12: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. Education GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements.
