Duties Description Under the direction of the Park Manager 2, SG-21 at Sterling Forest State Park, the selected candidate's duties will include, but not be limited to:- As second-in-command, this position will oversee office operations and employee workflow in the Park Manager's absence, ensuring proper task assignment, productivity, and compliance with training requirements. - Conduct regular audits of cashiers and office safes, submitting detailed reports to the regional office monthly.- Process rent and fuel payments, reconcile deposits, bill tenants, track balances, and send reminders for any overdue payments. - Prepare bid packages, schedule and conduct home showings, and handle lease renewals, ensuring timely communication of any changes. - Maintain a database of appliances and warranty information, track home repairs, and keep a list of trusted contractors categorized by service @type.- Prepare and manage hiring and termination paperwork, ensuring accurate and timely submissions for payroll processing, including daily sign-in sheets and seasonal timecards. - Submit payroll information into the HRIS system and act as an alternate approval supervisor in the LATS system, while also preparing holiday and overtime request forms.- Code and reconcile p-card transactions and non-credit card invoices, ensuring proper documentation is attached and forwarded for accounting processing. - Keep detailed records of rent payments, fuel bills, and vehicle usage logs, and submit summarized reports to the regional office. - Maintain an organized filing system for easy access by authorized personnel, securely store inactive files, and regularly purge old files in compliance with retention policies.- Oversee office and gift shop operations, including handling point-of-sale transactions, managing inventory, and ensuring internal control procedures are followed. - Coordinate the annual hunting permit program, including updating maps, distributing applications to previous permit holders, and processing permits and surveys. - Maintain the special access key program for disabled hunters, manage inventory audits, and provide customer service by answering phones and addressing public inquiries.- Review and approve special event/use permit applications, prepare necessary permits, ensure timely submission of fees and insurance, and post event information on the regional calendar. - Utilize the park event calendar in Outlook to manage scheduling, reconcile events with a tracking sheet to confirm all obligations are met, and archive records for future planning and audits.- Coordinate with vendors and contractors to obtain at least three written quotes for approved projects, ensuring an MWBE search is conducted, and submit all quotes for approval. - After project completion, ensure all necessary payment documentation is submitted, track the payment status, and file copies in the appropriate office records.- Manage the parks inventory in Asset Cloud and submit disposal reports as needed while ensuring proper disposal of items. - Oversee inventory of parks trail signage and blazes, collaborating with New York New Jersey Trail Conference volunteers to ensure sufficient stock for their projects.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:Either 1. three years of experience in the construction, operation, or maintenance of a park, recreational facility, or campus; one year of this experience must be at a supervisory level;Or 2. an associate's or higher level degree or 60 college semester credit hours* AND one year of supervisory experience in the construction, operation or maintenance of a park, recreational facility, or campus.A park, recreational facility, or campus is defined as a location that offers at least three of the following elements: athletic fields, skating rink, campgrounds, golf courses, hiking trails, historic structures, marinas, picnic areas, playgrounds, recreation programs, swimming facilities or education, environmental or interpretive programming.For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.*Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. To be eligible for a 55b/c appointment, candidate must be currently enrolled in the Civil Service 55b/c program and must meet the minimum qualifications listed above. To be considered, you must provide a copy of your letter of eligibility with your response and meet the minimum qualifications listed above.NY HELPS PROGRAM:For the duration of the NY HELPS Program, this title may be filled via a permanent non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024 and June 11, 2025. Your eligibility for promotion will be reviewed by Human Resources. Employees with a permanent NY HELPS appointment occurring effective June 12, 2025 or later will be addressed with a subsequent cover-in.If verifiable, we will accept and prorate appropriate part-time and volunteer experience.Location Pay:The hiring rate will be the sum of the statutory hiring rate for CSEA Grade 11 ($47,695) and the Downstate Adjustment ($2,000). The job rate will be the sum of the statutory job rate ($58,447) and the Downstate Adjustment ($2,000).
