Position Summary
The Director, IT Governance & Process Improvement is responsible for establishing and overseeing governance frameworks, policies, and standards to ensure the IT organization operates effectively, securely, and in compliance with regulations. This role also focuses on Business Process Improvement (BPI) efforts, which involve collaborating with various departments to analyze current business processes and identify opportunities for enhancing operational efficiency and service quality. The Director will apply advanced management, planning, and analytical skills associated with Strategic Planning, Six Sigma, Lean, and other process improvement methodologies to support the District's business and strategic objectives. Through direct management of associated staff, the Director, IT Governance & Process Improvement will establish effective and appropriate policies and mechanisms to meet the goals defined by the Vice President, Information Technology Services.
Education
Required - Bachelor's Degree in Computer Science, Information Technology, Business Administration or a related field.
Preferred - Master's Degree in Computer Science, Information Technology, Business Administration or a related field.
Minimum Requirements
Required - Minimum of 10 years of related work experience with Utilities Business and Information Technology. and
Required - Minimum of 7 years related work experience with Project Management and Business Process Improvement. and
Required - Experience working within an ever changing fast paced environment, while managing competing priorities.
Licenses, Certifications and/or Testing
Required - Have and maintain a valid driver's license Upon Hire
Preferred - Lean Six Sigma Certification-IASSC Black Belt or Green Belt certification Upon Hire
Preferred - ITIL Foundations v3 Upon Hire

Essential Functions
Develop, implement, and oversee the IT governance framework, ensuring alignment with business goals and regulatory requirements.
Lead initiatives to streamline and improve IT processes using methodologies such as ITIL, Lean, or Six Sigma.
Establish and manage IT policies, standards, and procedures, including frameworks such as COBIT, ISO/IEC 27001, NIST, etc.
Collaborate with audit, legal, and security teams to manage internal and external audits and risk assessments.
Identify opportunities for operational efficiency, automation, and enhanced service delivery.
Develop KPIs, dashboards, and reporting tools to track and measure improvement outcomes.
Establish and maintain a culture of continuous improvement within the IT organization.
Provide oversight of IT project portfolio governance, ensuring alignment with strategic objectives.
Implement standardized project management practices and tools across IT teams.

Oversee the planning and execution of BPI initiatives which promote continuous improvement, increase operating model consistency, and engage and empower employees to enhance the value of District services provided to our customers.
Provide regular feedback and recommendations regarding the application of BPI models and methodologies, in support of effective utilization and positive outcomes.
Act as a liaison between IT and business units to ensure governance and improvement initiatives meet business needs.
Lead and mentor a team of governance and process improvement professionals.
Provide executive-level reporting and recommendations to senior leadership and IT steering committees.
Ensure the team execute duties within policies, procedures, frameworks, and methodologies. Provide feedback for continuous improvement of established practices.
Establish strong partnerships with vendors; negotiate cost-effective agreements; monitor and manage service levels.
Contribute to the development of the annual IT budget specific to vendors, staffing, training, and capital expenditures. Monitor and manage operation within budget.
Provide change leadership to ensure the success of IT and business initiatives via effective communications and change management programs and techniques.
Stay abreast of industry trends, technology advancements, best practices and business needs. Provide thought leadership and recommendations for optimizing technology infrastructure, streamlining processes, and/or acquiring new capabilities.
Remain abreast of external 'best practices' with regard to business transformation and continuous improvement.
