Summary The Supervisory Inventory Management Specialist for non-expendable (NX) assets/materials for the Logistics Service within the VA Health Care System supervising multiple supply or material classes/series and recognized as the Material Management Division's subject matter expert serving as an advisor and consultant to the Chief Supply Chain Officer (CSCO) and Assistant CSCO on property management matters for sound material management concepts, practices, and control of all personal property. Responsibilities Duties include, but may not be limited to the following: Lifecycle Management: responsible for the lifecycle management of non-expendable assets; develops multi-year equipment/NX plans; utilizes advanced automated non-expendable planning tools; participates in strategic planning, quality management of the equipment program, equipment replacement planning on a progressive basis, integrated with management budgetary plans and consistent with life expectancy of equipment; utilizes performance improvement methodologies to improve the overall management of NX assets; and conducts analysis and uses intensive knowledge of NX assets to make recommendations about standardization opportunities; Supply Management: responsible for the management and control of NX equipment and the inventory management of all NX assets; provides full logistics and supply chain support of pre-planning, preparation and equipment purchases; implements and monitors automated NX inventory management systems; and analyzes, studies, develops, and directs systems in connection with the NX requirements; Supervision: supervises employees from separate but interrelated units; makes recommendations for promotions, reassignments and awards; develops position descriptions and performance standards; conducts semi-annual and annual performance reviews; assists subordinate staff with performance issues; schedules and grants leave; monitors overtime usage; resolves informal complaints and grievances; develops the ability of subordinate staff; develops individual development plans for professional growth and development; coordinates and integrates various technical units to ensure compliance; conducts on the job training and in service training; and assesses training and educational needs and implements training programs; Performs other related duties as assigned. Conducts short, mid and long-term advanced planning for new and replacement NX assets. Conducts data analysis regarding NX asset needs based on disparate data points including projected lifecycle, down time, repair rates, lost workload, cost, depreciation, trade-in value and other factors which impact procurement decisions. Advanced planning requires significant interaction and coordination with service lines, biomedical engineering, and other stakeholders to balance competing priorities including clinical requirements, technological enhancements, and budget constraints. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work. Evaluates subordinates and serves as the reviewing official on evaluations as necessary. Deals with a variety of management officials within the Network and interdisciplinary senior functional managers within the VA HCS and catchment area. Contact is made in a moderately unstructured setting and contact with external officials such as The Joint Commission, National Acquisition Center Officials, and other external auditing, oversight, and procurement entities is prevalent. The purpose and extent of each contact is different, and the role of each party is identified and developed during the contact. Will have frequent contacts with VISN officials, VA Central Office, outside vendors and contractors, hospital and clinical senior management staff. Contact is often made in conferences, meetings, presentations, and by telephone. Represents Logistics within the VA HCS and serves as the spokesperson for the Assistant CSCO in dealings within the service line, VISN, other VA facilities, and professional contacts with peers in the private sector. Contacts are to justify, defend, negotiate, or settle matters involving significant or controversial supply management issues, problems, and conflicts. Supervises a wide variety of personnel in various series from WG-5 and GS-5 to GS-9, with GS-2010-09 level work constituting 25% or more of the workload. Constantly Changing Deadlines: Supply management operations are directly tied to the work of all service lines within the medical center, as Logistics is responsible for providing medical, facility, pandemic and environmental supplies and equipment items. Sudden changes of medical center and Community Based Outpatient Clinics needs require immediate adjustment by Logistics. Supervised staff experiences frequent interruptions, abrupt and unexpected changes in work, goals, or deadlines. Must influence senior managers or other officials to understand and implement findings and recommendations for organizational improvement or program effectiveness. May encounter resistance due to such issues as organizational conflict, competing objectives, or resource problems.
