Job description and#10; and#10;Job information and#10; and#10;Title: Business/Finance Manager and#10; and#10;Classification: Supervisory II/Exempt and#10; and#10;Salary Range: $47,000-$68,000 Annually and#10;Salary adjustments are determined annually by the Devils Lake Park Board Commissioners and#10; and#10;Benefits: Standard benefits of the Park District are provided and#10; and#10;Supervisor(s): Superintendent of Parks and Recreation and#10; and#10;Job Summary and#10;Work as a team with the Superintendent of Parks and Recreation and other Full-Time staff in the administration of the Devils Lake Parks and Recreation District. and#10; and#10;To assist the Superintendent of Parks and Recreation in the management of general to specific administrative duties and technical support in a year-round municipal parks and recreation system. and#10; and#10;To assist the Superintendent to formulate and implement policies, procedures and guidelines as they relate to personnel, public relations, purchasing, recordkeeping, maintenance, and programming policies of the Park District. and#10;Responsibility/Accountability and#10;Responsible for insuring that all office management policies and procedures are performed as established. and#10; and#10;Responsible for monthly accounting operations of the Park District and serve as the Clerk to the Devils Lake Board of Park Commissioners under the provisions of the N.D. Century Code and#10; and#10;Establish and maintain a filing system for the district. and#10; and#10;Provide professional customer services in dealing with the public on the phone or in person. and#10; and#10;Responsible for hiring, training, and supervision of staff as assigned. and#10; and#10;Responsible for adhering to established fees and practices as approved by the Park District and implementation of. and#10; and#10;Responsible for distribution of information from the Superintendent of Parks and Recreation to staff assigned in management area. and#10; and#10;Responsible for monthly staff reports submitted on assigned dates for distribution to administration and Board of Park Commissioners. and#10; and#10;Responsible for attendance of the following meetings: and#10;a) Staff meetings and#10;b) Regular monthly meeting of the Board of Park Commissioners and special meetings of commissioners' portfolio relating to management. and#10; and#10;Duties and Tasks and#10;Administer Park Board Meeting Agendas and information packets to the Board, Superintendent, staff, and media. and#10; and#10;Attend all Park Board meetings to record meetings. and#10; and#10;Gather and distribute Commissioner Approval List of Bills for Board approval. and#10; and#10;Implement and maintain and follow personnel policies and procedures as they relate to seasonal and full-time employees. and#10; and#10;Collect and prepare documents for the annual budget. and#10; and#10;Maintain all Human Resources records for full-time and seasonal employees. and#10; and#10;Administer payroll, accounts payable, and general ledger. and#10; and#10;Complete month-end accounting procedures and complete all reporting requirements to the different agencies. (Examples: NDIRF, Sales Tax, State Tax, Etc.) and#10; and#10;Assist with Superintendent to prepare the Annual Budget for the Park District and#10; and#10;Manage computer system and network. and#10; and#10;Reconcile and count money and make deposits. and#10; and#10;Administer Fixed Asset Inventory. and#10; and#10;Create Administrative correspondence and miscellaneous projects. and#10; and#10;Update Recreation Software as needed. and#10; and#10;Maintain agreement documents. and#10; and#10;Answer phones, take reservations/registrations, Purchase orders, etc. as needed. and#10; and#10;Maintain Park District Web Site. and#10;Do annual PCI Compliance. and#10;Perform other duties as directed by the Board of Park Commissioners and Superintendent of Parks and Recreation. and#10; and#10;The above statements are intended to describe the general nature and level of work to be performed by the individual within this classification. Ability to sit for extended periods of time. Must be able to work in a constantly changing environment with frequent interruptions. and#10; and#10;This position may require evening, weekend and holiday times dependent on meetings and other activities. and#10; and#10;Office hours are generally 8:00am-12:00N and 1:00-5:00pm Monday through Friday. with possible multiple interruptions. and#10; and#10;This position is considered representative of the Park District at meetings as assigned. and#10; and#10;General public contact is extensive and vital to the success of this position.
