Finance Technician- Sewer Revenue & Accounts Payable

JOB DESCRIPTION

Position: Finance Technician I or 2-Sewer Revenue & Accts Payable Classification: Hourly

Department: Finance Location: City Hall Annex

GENERAL PURPOSE

This is a dual position, being employed both in the Sewer Revenue Dept. and the City Finance Dept. In addition to being a Finance Tech l in the Sewer Department, secondary job responsibilities are as a Finance Tech l in the Finance Department as Accounts Payable. Check in daily with the Sewer Revenue Manager, and provide assistance as needed. Each day hours are split between Sewer Revenue and Accounts Payable duties.

SUPERVISION RECEIVED

Works under the direction of the Director of Finance & Acting Director of Finance when working in both Sewer Revenue Department and Accounts Payable. The Sewer Department Manager is the overseer of work performed when working as clerk in the Sewer Revenue Department.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Open mail, compile and sort documents, such as invoices and checks

Substantiate accuracy of transactions with heavy mail volume monthly

Accept and post payments into utility billing, balance cash drawer

Make bank deposits of sewer payments in the form of checks and cash

Run credit card payments through reader; maintain and update monthly cash receipts spreadsheet.

Set up new accounts; maintain customer checking accounts

Perform computer processes for (Smartbill) billing service used to print and mail monthly billing statements.

Perform computer processes for late pay penalty charges for monthly printing and mailing of past due notices.

Perform computer processes for ACH Payments from customer checking accounts.

Ability to interpret data from the water company, and apply it to the system.

Process final bills, penalties, and adjustments.

Interpret and process meter read data for input into the system for well accounts.

Ability to communicate well with the public.

Ability to investigate complaints, and resolve issues.

Ability to deal with tenant/owner situations and balance inquiries.

Complete mailing of letter correspondence 30, 60, 90 day past due for tenants and landlords.

Assist in annual preparation of delinquent accounts over 90 days past due to be certified to the county for collection on property tax.

Correspond with engineering department for sewer taps.

ACCOUNTS PAYABLE & FIXED ASSETS:

Collects mail; opens, dates and distributes correspondence to appropriate departments.

Compiles, audits and sorts documents, such as invoices, and reports.

Files or delivers the documents to the appropriate department; audits and processes all purchase orders for the city; increases/decrease/closes purchase orders as needed.

Processes all payments for the city as well as refund checks for income tax and sewer revenue.

Develops additional spreadsheets to expedite payment process and maintain accuracy whenever needed.

Discuss problems encountered with the Finance Director, department heads and vendors.

Prepares and generates monthly, and annual reports.

Maintain office inventory; research and place orders to maintain adequate supplies.

Receives telephone calls; answers inquires, provides information or directs the call to the appropriate staff or office.

Collects and inputs fixed assets for the City. Compiles asset list for acquisitions and disposals and updates the assets in computer system.

Completes department credit applications for new vendors.

Contacts new vendors for 1099-misc information and W9's; Process, mail and file1099's by the due date.

Record and file City vehicle titles and City contracts.
