Description of Job
The Work Unit:
The Colorado Circular Communities (C3) Enterprise within the Division of Environmental Health and Sustainability houses two units; the Grants and Enterprise Management (GEM) Unit and the Outreach and Technical Assistance (OTA) Unit. Both units are under the direction of division's fiscal officer and members of the Division's senior management team.
The Outreach and Technical Assistance Unit exists to identify and develop projects that promote circularity, which include increased waste diversion through capacity building as well as expanded access for residents of Colorado. The Unit supports the economic health of the State of Colorado through the creation of job opportunities, encourages practices that protect and improve the environment, grow sustainable business, and lead to healthy communities. The unit assists with funding opportunities by providing technical assistance. The strategic focus areas for the unit include funding; technical assistance; collaboration and partnerships.
Summary of Position:
This position manages the Outreach and Technical Assistance Unit by providing supervision and strategic direction to subordinate staff to develop funding proposals for board review and to provide technical assistance to Colorado's local governments, public school districts, and tribes. This position supports the effective implementation of strategic goals and objectives identified by the C3 Board of Directors. This position counsels outreach and technical assistance representatives, marketing and communications staff, and others in the C3 program in the review of proposals and applications, assessment of financial documents, regulation and permitting concerns, and any other potential bulwarks to specific project success or failure. This position also oversees the development of vendor relationships and contracts that support the C3 program.

Experience Only:
Eight (8) years of relevant experience in an occupation related to the work assigned to this position such as working with complex teams, organizational development, and building consensus among a variety of stakeholders.
OR
Education and Experience:
A combination of related education and/or relevant experience in an occupation related to the work assigned equal to eight (8) years.
Examples are:
-graduation from an accredited college or university with a bachelor's degree in public health, public administration, business or business administration, finance, procurement, liberal arts, environmental studies or closely-related field
-and four years (4) of full time professional experience with complex teams, organizational development, and building consensus among a variety of stakeholders.
