Summary About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Fort Meade, Maryland. Responsibilities Analyze internal and external inputs to form parameters for the development of cyberspace capabilities, tools, and countermeasures employed by operational-level cyber forces throughout the DoD. Perform research into a wide variety of sources to identify existing products or services that demonstrate potential for adaptation/extension to achieve cyber capabilities not met by existing products and services. Ensure project performance specifications include measures defining development agents' participation in assessment of work products/deliverables Execute defensive cyber operations capabilities assessments, analyze resulting data and findings, and make recommendations to refine the designs and applications of candidate cyber capabilities. Prepare and present quick turn-around summary-level reports to convey high-level results based on urgent situations. You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by: Providing technical advice and guidance on cyber security or information system security; ensuring cyber security programs are in compliance with current policies and procedures; applying methods to resolve complex information technology issues. Education Additional Information If you are a current federal career/career-conditional employee, you will be placed on an excepted appointment. This position is in the Professional category at the Full Performance level within the CES Occupational Structure This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent is required to sign a DA Form 5019-R (Condition of Employment for Certain Positions Identified as Critical Under the Drug Abuse Testing Program) and must pass urinalysis testing, as required, prior to appointment, reassignment or transfer and periodically thereafter. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. Direct Deposit of Pay is required. Must be able to obtain and maintain a Top Secret security clearance with counterintelligence scope polygraph exam. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
