GENERAL DESCRIPTION:
The Wyoming Department of Corrections (WDOC) is seeking a qualified and motivatedContract Managerto join our team in Cheyenne, Wyoming. This position is responsible for managing and overseeing the agency's medical and treatment programming contractsacross five adult correctional facilities: Wyoming State Penitentiary (Rawlins), Wyoming Medium Correctional Institution (Torrington), Wyoming Honor Conservation Camp (Newcastle), Wyoming Women's Center (Lusk),
Wyoming Honor Farm (Riverton)
The Contract Manager plays a critical role in ensuring the effective delivery of essential services to incarcerated individuals by overseeing vendor performance, maintaining contract compliance, and coordinating with internal stakeholders.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed in the job level.
Manages contracts for inmate medical, dental, and mental health services for five facilities. Ensures comprehensive medical and mental services are provided according to the contract, NCCHC standards, and federal and state laws.
Responds to and coordinates contract service provider matters regarding inmate grievances and communications.
Manages inmate substance use disorder treatment services contracts. Conducts off-site and on-site reviews to ensure the contractor provides the clinically appropriate treatment level.
Ensures timely completion of ASI assessments as outlined in the contract. Work with staff and contractors to maintain a waiting list for movement to treatment.
Respond to various staff and inmate correspondence on substance abuse treatment and general programs within the agency.
Manages the contract for inmate sex offender treatment services. Conducts off-site and on-site reviews to ensure the contractor provides the clinically appropriate treatment level as outlined in the contract. Work with staff and contractors to maintain a waiting list for movement to treatment.
Design and prepare various statistical reports to assist the agency with a performance review of contracted services for programming and medical. Data must be accurate, timely, and relevant to the agency's mission and goals.
Develops audit tools and acts as audit chair for contract-related audits.
Manages the Department's Residential Substance Abuse Treatment (RSAT) federal grant. Ensures data collection and reporting are completed in a timely manner. Ensures compliance with RSAT standards and conducts subrecipient monitoring activities.
Serve as WDOC duty officer as required.
Qualifications
PREFERENCES:
Preferences will be given to applicants with a Bachelor's Degree in Business Administration or a closely related field from an accredited college or university.
Preferences will be given to applicants with three (3) or more years of progressive work experience (typically in Business) with acquired knowledge at a Senior Grants & Contract Administration Specialist level.
Preference given to those with experience working in a clinical or medical environment.
Preferences will be given to applicants with documented training and experience in the WOLFS accounting system.
Preferences will be given to applicants with knowledge or experience to prepare written documents and presenting information orally to groups.
KNOWLEDGE:
Knowledge of state government functions and procedures; state and federal laws, policies, and procedures established for the work system.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Business)
Experience:
1-2 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Senior Grants & Contract Administration Specialist
OR
Education & Experience Substitution:
4-6 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Senior Grants & Contract Specialist

Typically, the employee may sit comfortably to perform the work; however, there may be some walking, standing,
