GENERAL DESCRIPTION:
This position is critical to ensuring effective management of the transportation network. It is responsible for providing critical safety information concerning roadways 24 hours per day. Requires a great deal of judgment to draw information from various roadway sensors. Assigns duties to shift workers. Maintains organization of the crew during demanding times to ensure optimal efficiency of the TMC. Recommends new policies and procedures and ensures compliance with existing policies and procedures. Conducts preparedness training to analyze points of weakness when responding to various public safety issues.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed in the job level.
Provide critical safety information concerning roadways 24 hours per day.
Requires a great deal of judgment to draw information from various sensors (weather, speed, visibility, traffic volume, webcams, etc.) as well as from reports of plow operators, maintenance foremen, and volunteer citizens.
Provides technical expertise in the TMC.
Assign duties to shift workers.
Review/audit work of shift workers.
Maintain organization of the crew during demanding times to ensure optimal efficiency of the TMC.
Recommend new/modified policies and procedures, as well as ensure compliance with existing policies and procedures.
Act as an intermediary between employees, departments, and train new employees.
Conducts preparedness training to analyze points of weakness and areas of strength when responding to various public safety issues.
Monitors the particular project/program and ensures devices are properly maintained.
Qualifications

KNOWLEDGE:
Knowledge of ITS devices used by WYDOT.
Ability to multitask in a fast-paced environment under stressful situations; ability to adjust readily to changing priorities.
Ability to learn new computer programs while having experience with common computer programs such as Microsoft Office.
Ability to read, interpret, and communicate technical information.
Ability to solve problems, prioritize duties, and complete required tasks effectively.
Knowledge of troubleshooting techniques to resolve operational and technical issues.
The ability to gather relevant information from a variety of sources and disseminate that information accordingly.
Demonstrate effective written and verbal communication skills, including proper English diction, grammar, and spelling.
Ability to make decisions independently, as necessary, using the best available information at the time.
Ability to be organized, responsible, and timely.
Excellent customer service skills.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree
Experience:
0-2 years of progressive work experience (typically in Technical Operations with acquired knowledge at the level of a TMC Specialist
OR
Education & Experience Substitution:
3-5 years of progressive work experience (typically in Technical Operations) with acquired knowledge at the level of a TMC Specialist

Necessary Special Requirements
PHYSICAL WORKING CONDITIONS:
Must have the ability to work calmly and efficiently during high-stress times and with life-threatening situations
Must be able to work weekends and holidays
This is a shift work position; employees will be required to work rotating shifts and extended shifts at any time of the day or evening at the supervisor's discretion.

**Qualifying eligibility and criteria for the hiring bonus
Temporary employees accepting a full-time position
Acceptance of a permanent full-time non-exempt/exempt position posted for public recruitment
Current employees accepting a promotional opportunity - recruitment must have been opened to the public
One year of service to WYDOT must be completed, failure to complete this requirement will forfeit the hiring incentive, and funds will be recouped from final pay.
Internal candidates would be required to remain in the position for a minimum of one (1) year from their promotion date.
Employees would only be eligible for one (1) hiring bonus in a 12-month period.
If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
