Amentum is seeking a dynamic Joint Experimentation Planner to provide research, planning, analysis, exercise, and experimentation support to the U.S. Indo-Pacific Command (USINDOPACOM) Requirements and Resources Directorate (J8) at Camp H.M. Smith, Hawaii.

The Joint Experimentation Planner will support the J81 Joint Innovation and Experimentation Division with the integration of operational and planning expertise into the command's multi-domain experimentation efforts. The ever-increasing demands associated with a congested and contested operational environment requires strategic and operational partners who are properly postured to meet mission critical requirements. This position will support innovative approaches to integrate capabilities and coordinate with OSD, Joint Staff, Service Components, research labs, industry, and other stakeholders.
Specific Duties Include:
Support each relevant planning conference for Joint Exercise Lifecycle (JELC) events (e.g. VALIANT SHIELD, NORTHERN EDGE and TALISMAN SABRE, KEEN SWORD, GRAY FLAG, BALIKATAN, COBRA GOLD, PACIFIC SENTRY and RIMPAC).
Support the development of tactics, techniques, and procedures (TTP), and operational concepts for new and emerging technologies and enable the integration of them into joint exercises.
Contribute expertise in the application of operational concepts and doctrine to fast-moving experimentation scenarios.
Participate in mission briefings and debriefings, trouble-shooting problems related to experiments, and contributing to the orderly flow of the exercise as it pertains to executing the experiments.
Provide a Data Collection, Analysis, and Evaluation Plan (DCAEP) for each technology integrated into designated JELC exercises.
Perform in-depth reviews and evaluations of all the information supplied by the various experimenting entities.
Support data scientists and Operations Research and Systems Analysis (ORSA) personnel before, during, and after experimentation, test, and exercise events to develop data management and analysis plans (DMAPs), measures of effectiveness and measures of performance.
Provide security assistance, when needed, to ensure the protection of classified information related to experimentation technologies and capabilities during exercise execution.
Travel approximately 15% annually, both to Mainland U.S. and Allied and Partner nations, in support of conferences, planning sessions, and exercises/experiments.
Minimum Requirements:
Bachelor's Degree from an accredited college or university or equivalent combination of education, technical training, or work/military experience
At least 10 years of experience supporting the Department of Defense (DoD), including at least 5 years of experience in military operations
At least 3 years of experience working in military plans
At least 3 years of experience in a senior military staff office (OSD, JS, Service HQ, Combatant Command, Component, Sub-Unified Command)
Knowledge of the Indo-Pacific region
Experience conducting research on a range of topics and functional areas
Experience in operational and/or strategic levels of DoD planning and/or execution
Excellent oral and written communication skills
Proficient at authoring analytical and/or policy documents
Proficient in Microsoft Office applications (Word, Excel, PowerPoint)
Must have an active Top-Secret security clearance, with SCI eligibility later during employment. Note: US Citizenship is required to obtain a Top-Secret Clearance
Preferred Qualifications:
Master's Degree from an accredited college or university, or Graduation from a military command and staff college
5 or more years of experience in military plans
3 years' experience working in the USINDOPACOM AOR
Preferred Knowledge and Skills:
Knowledge of the planning continuum to include the Joint Operational Planning Process (JOPP), Joint Operating Concepts (JOC), and Joint Capabilities Areas (JCA)
Theater knowledge and advanced joint planning skills to shape and deliver the desired plans
Detailed knowledge of USINDOPACOM policy and strategy and a thorough understanding of USINDOPACOM TCP/TCO, GCPs, CT EXORD, OPLANs, CONPLANs, and Theater Security Cooperation Plans including linkages to parallel national interests
In-depth knowledge of U.S. national plans and policy (National Security Strategy (NSS), National Military Strategy (NMS), Unified Command Plan (UCP), Guidance for Employment of the Force (GEF), and Joint Strategic Campaign Plan (JSCP)
Thorough understanding of the Military Decision-Making Process (MDMP) to include mission analysis, course of action development, analysis, comparison, recommendation, and approval
Communicate effectively verbally and in writing to provide information, articles, written reports, and presentations to include delivering executive summaries to flag and general officers (FO/GO) and Senior Executive Service (SES) level officials

HIRING SALARY RANGE: $145K - $165K (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant internal equity, and alignment with market data.)
