Summary This position functions as a Purchasing Agent for Prosthetic and Sensory Aids Service (PSAS) with the Prosthetic Service Line at the Veterans Affairs (VA) Medical Center Cape Girardeau, Missouri. Responsibilities THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION The purpose of this position is to perform direct medical supply purchasing and inventory management support to the administrative and clinical services of the VA to initiate the obligation for all related requirements necessary to provide prosthetic and sensory aids services, to include durable medical equipment and supplies directly to Veterans. Performs purchasing while adhering to Government Purchase Card guidelines, Prosthetics Directives and Handbooks, VISN policy and station memorandums to acquire patient-specific medical equipment, supplies and services. Verifies accountability of all prosthetics expenditures in both the purchase menu and the prosthetics program and associates all obligations to the individual Veteran. Ensures the services provided are documented as the @type of service and duration. Verifies adherence to training and other contractual agreements. Provides patient care and support services to an adult population and serves as the point of contact for external customer service inventory needs and support. Tailors the patient care/support services to meet the specialized need(s) of the individual patient and the clinical service it supports. Monitors, receives, tracks, interprets, and analyzes Prosthetic Consults, and prescriptions for items, services and home medical equipment from physicians, therapists, medical center personnel, patients or their representatives. Reviews requests for completeness, comparing disability or diagnosis to equipment and/or services normally provided for the condition for which they are requested, and/or proper documentation has been provided to justify the issuance. Ensures consults are completed and appropriately closed within guidelines and follows-up on all pending consults to ensure services are rendered. Examines clinical health records to determine eligibility for items and services based on adopted criteria and advises Veteran of the same. Confirms items and services are request by an authorized requester per the area of responsibility and training is addressed before equipment is issued. Ensures pending requests are posted to the suspense log and enters data to verify the workload statistics used to determine facility funding for Prosthetic activities. Communicates with providers and Veterans to obtain a clear understanding of necessary healthcare plan/outcome. Oversees all procurement actions taken within the limits of this authority and is responsible for protecting the Government's interest on all transactions. Researches the use of different solicitation methods, ordering or reporting procedures in both the purchase card menu and the prosthetics program. Completes a Veterans Record Transaction on the patient's medical record (2319) to document what was purchased and issued is recorded on the Veteran's record. Maintains awareness of products with possible recalls, determines if feasible to obligate and purchase after reviewing all documentation and discussing with the requestor the recall finding. Initiates recall action of identified recall products provided and communicates all findings to the Logistics Service. Purchases specialized equipment or services that have complicating factors and resolves a variety of purchasing problems. Works closely with clinicians and suppliers to meet delivery deadlines and ensure emergent deliveries and repairs. Ensures that all the requirements required by/to the contracting officer are met, including, but not limited to solicitations, socioeconomic programs, and follow-up. Administers small purchase orders that involve the use of instruments that are not firm-fixed-price (e.g., time and materials, labor hours, or other un-priced small purchase orders). Knows all Prosthetic items currently on national Blanket Purchase Agreements (BPA). Adheres to all purchase card policies, applicable regulations and ethical considerations, Maintains accurate records of transactions and completes all adjustments into computerized system. Performs other related duties as assigned. Qualifications To qualify for this position at the GS-6 level, you must have: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-05) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as Purchasing Agent. Qualifying specialized experience includes interpreting prescriptions and requests for medical equipment and services; maintaining regular contact with vendors, contractors, medical center professionals and staff; utilizing a variety of databases and computer systems; purchasing equipment, supplies and services using an agency/organization purchase card; and reconciling charges and preparing and submitting reports. Physical Requirements: Work is primarily sedentary when conducting purchasing functions for Prosthetic and Sensory Aids Service (PSAS). However, while conducting inventory management functions, the incumbent may work comfortably in a warehouse environment, sitting, standing, walking, bending, lifting, carrying, retrieving and managing inventory. Prolonged periods of working at a computer terminal is required. Ability to retrieve equipment from a storage room is required. Climbing associated with stocking of equipment and other items in storage areas is necessary. Incumbent may carry/lift items weighing up to twenty-five (25) pounds. Normal safety precautions are adequate. The work involves moderate discomfort when visiting sites away from the office. At times, the employee may be required to wear protectiveclothing when visiting the Prosthetic and Sensory Aids Fabrication Laboratory. There may be frequent walks between the main medical center and other parts of Prosthetics to conduct professional duties.
