Child Care and Early Learning Business Analyst (IT Business Analyst II-III) - Austin
TWC is looking for an experienced Business Analyst to join our Child Care Data and Systems team with the Child Care and Early Learning (CCandEL) division!
The successful candidate has knowledge and skills in project management and complex business analysis. The successful candidate has exceptional written communication skills.
The position reports to the Child Care and Early Learning Senior Data Policy Analyst.

The Child Care and Early Learning (CCandEL) Data and Systems team provides data and data system support for the states child care assistance program and statewide child care and early learning initiatives.
This position is onsite and based at 1117 Trinity Street, Austin, TX. Ideal candidates will live in the Austin area or be willing to relocate to the Austin area. You must be a Texas resident to work for the Texas Workforce Commission or willing to relocate to Texas.

WHAT YOU WILL DO:
The Child Care and Early Learning Business Analyst will perform complex to advanced (senior-level) analysis and consultative services. Work involves coordinating internal and external project activities and providing consultative services and technical assistance to program staff, government agencies, community organizations, and the general public. You may serve as a team lead, providing direction to others. You will work under general to minimal supervision, with moderate to considerable latitude for the use of initiative and independent judgment.
YOU WILL BE TRUSTED TO:
-Plan, gather, and analyze business requirements, prepare and execute fit gap analysis, and develop software specifications, complex test scenarios and test plans in cooperation with business and technical groups.
-Analyze program policies and procedures to determine their effect on automated systems and system functional areas.
-Identify opportunities for improving business processes through automation and assist in the preparation of proposals to develop new systems.
-Coordinate with IT and business staff in the development and execution of complex project deliverables such as project charters, design documentation, test plans, and risk assessment plans.
-Support major projects, including the implementation and ongoing enhancements of a new case management system, keeping management abreast of progress, issues, and risks.
-Meet and collaborate regularly with internal staff, contractors, and inter-agency stakeholders to support project and grant activities.
-Coordinate projects that cross functional agency systems and other state entities that require coordinating, planning, and scheduling during project development and implementation stages.
-Perform other duties as assigned.
YOU QUALIFY WITH:
-IT Business Analyst II: Two years of full-time experience in business administration, business analysis and/or related fields.
-IT Business Analyst III: Three years of full-time experiencein business administration, business analysis and/or related fields.
-Both Levels: Relevant academic credits may be applied toward experience qualifications for this position.
