Job Summary
This recruitment will be used to fill a Level 1 or Level 2 vacancy, depending on the qualifications of the final candidate, and is scheduled for 37.5 hours per week.
Accountant 1:
This position performs professional entry level accounting work, involving fiscal records, reports and systems; analyzes financial and investment data; prepares forecasts and financial accounting research within a designated County department. The position allocated to this class is responsible for ensuring that accounting systems are in compliance with the Washington State Budget and Recording System that involves interpreting and analyzing BARS guidelines to department or County accounting practices. Work also involves establishing or revising accounting systems and is subject to internal or external audits. Positions of this class differ from Accounting Technicians by the application of professional and complex accounting theories, principles and practices; analyzing financial data; and, preparing forecasts and financial accounting research within a designated County department. Positions may provide professional and technical assistance to assigned accounting technicians.
Accountant 1 is the entry-level classification in this series. Incumbents are responsible for performing duties that involve more supervision and direction from Accountant 2s, Accounting Supervisors and/or Managers. The duties involve less complicated funds, systems or processes.
Accountant 2:
The position allocated to this class performs professional senior level accounting work, ensuring that accounting and fiscal systems are in compliance with the Washington State Budget and Recording System (BARS). The incumbent is required to interpret, analyze, and apply BARS guidelines as they pertain to an assigned department or County accounting practices. Work also involves establishing or revising accounting systems and is subject to internal or external audits. Positions of this class differ from Accounting Technicians by the application of professional and complex accounting theories, principles and practices, and the performance of duties requiring financial and investment data analysis, forecasting and financial accounting research. Positions may provide professional and technical assistance to other staff.
The Accountant 2 is the second and journey level classification in this series. Duties involve more complicated funds, financial, ledgers or modules. Incumbents are expected to perform duties with minimal supervision and direction, and may assign, review and/or direct the work of lower level staff.
Salary Ranges:
Accountant 1: $55,653.00 - $77,512.56
Accountant 2: $61,425.00 - $85,566.00
WHO MAY APPLY: This recruitment is open to all applicants meeting the minimum requirements. Priority consideration will be given to Spokane County employees in a position covered by the 1553 Collective Bargaining Agreement (CBA) submitting applications between 10/10/25 and 10/17/25. First consideration will be given to applicants working in the Treasurer's office in a position covered by the 1553 CBA; second consideration given to County-wide applicants in a position covered by the 1553 CBA; third consideration given to all other applicants, including the public.
Examples of Duties
Accountant 1:
Tracks expenditure levels; arranges fund transfers; reconciles expenditures or receipts and allocates according to established formula.
Prepares pre-formatted working papers and reports.
Performs daily reconciliation of cash and warrants and other activities.
Creates and sends out invoices for the various services of the department
Creates vouchers for invoices received.
Enters journal entries to record expenses/revenue/etc, issue travel reimbursement vouchers for employees.
Records accounting transactions.
Prepares accounting reports and statements with the assistance and direction of management and Accountant 2s.
Performs other related duties as required/assigned.
Accountant 2:
Prepares and oversees the preparation of detailed, complex financial accounting reports and statements.
Analyzes financial and investment data and develops forecast of expenditures and revenues.
Performs all aspects of debt accounting for the County and outside districts.
Coordinates activities with appropriate district personnel, bond counsel and fiscal agent.
Performs all aspects of grant accounting, including, but not limited to, forecasting and cash flow analysis.
Performs cash management functions for grant funding sources; conducts cash flow analysis; forecasts cash needs, orders cash, monitors cash balances and maintains checking accounts.
Participates in internal audits and cooperates fully with State Examiner's Office and external audit processes.
Researches accounting and financial related issues; develops recommendations for policies and procedures and contributes to department fiscal planning.
Interprets needs and requirements to systems analysts and programmers and assures these programs produce accurate results.
Evaluates and monitors operations to ensure that proper internal controls are in place and adhered to.
Functions as the financial advisor to the departments/funds and outside districts they support.
Provides appropriate management with the financial information needed to manage their organizations.
Monitors liquidity of County departments and outside districts.
Participates in department planning, policy and procedural changes; responds to inquiries from agencies, districts, or departments regarding financial accounting, investment and fund balance reports.
Attends all related meetings and hearings.
Oversees the work of accounting technicians Performs other related duties as required/assigned.
Minimum Requirements
Accountant 1:
Bachelor's degree from an accredited college or university in accounting or a related field with major course work in accounting.
OR any combination of education, training, and experience (equivalent to 4 years) that provides the desired knowledge, skills and abilities to perform the work.
Promotion from an Accountant to a Senior Accountant may be determined by an affirmative recommendation of the department.
Accountant 2:
Bachelor's degree from an accredited college or university in accounting or a related field with major course work in accounting.
Three (3) years of relevant professional experience. CPA preferred.

PAID TIME OFF
Spokane County Observed Holidays
Up to 10 (ten) paid holidays are observed by Spokane County.
PTO
Non-represented and a select group of represented employees receive a bank of hours that combine both vacation and sick leave into a paid time off bank. There is no waiting period to use this time and it starts out at almost 2 days per month accrual increasing in accrual rates annually for first 5 years.
Vacation
For employees with less than five (5) years of continuous service, the accrual rate is 1 day of vacation each month for a total of 12 days per year. After six (6) months, employees are eligible to take accumulated vacation time. (Please note the vacation time accumulation may vary depending on contract language).
Sick Leave
Sick leave is earned at 1 day per month and can be taken as the days are accumulated.
Other Leaves
Spokane County provides several other paid leaves such as: bereavement leave, jury duty and military duty leave.
INSURANCE BENEFITS
Medical Insurance
Two plans are currently available: Premera Blue Cross (PPO) and Kaiser Permanente (HMO). Spokane County pays 95% of the premium for full-time employees and 90% of the premiums for spouses and dependents. Premiums are deducted each pay period (pay periods: 15th and last day of the month).

Group Life Insurance
The County provides a $25,000 group life insurance policy to employees. The County provides a $10,000 benefit for those represented by 492, 492CS & 492CL. This benefit is paid in full by Spokane County.
Long Term Disability Coverage
Provides an income protection benefit in the event of a long-term illness or injury at rate of 60% of income up to a maximum of $5,000 per month. Spokane County pays the full premium for this plan. Deputy Sheriff's receive a benefit through their union for disability.
RETIREMENT
Retirement Plan (401a)
Spokane County employees are automatically included in the Washington State Retirement System. Both the employer and the employee contribute to the plan. This retirement plan provides a guaranteed lifetime monthly benefit once vested and eligible for retirement.
Additional Retirement Plan Option (457b)
Employees may supplement their retirement income and save money on taxes by participating in this optional County program. Roth (after-tax) option is also available through this retirement plan.
VOLUNTARY BENEFITS
AFLAC
Supplemental insurance is optional and is provided by AFLAC to help pay for benefits not covered by major medical insurance. The employee pays 100% of the premium.
Travel Assistance
Provides additional travel protections anytime you travel more than 100 miles from home. Includes pre-trip information, emergency ticket replacement, and emergency evacuation coverage. This benefit is paid in full by Spokane County.
Flexible Spending Plan (FSA)
Spokane County sponsors a Section 125 Flexible Spending Account to allow out-of-pocket Medical & Daycare Expenses to be paid with Tax Free Dollars. Premiums are automatically set up pre-tax under the FSA.
Voluntary Term Life Insurance
Voluntary Term Life Insurance is additional optional life insurance provided through The Standard Insurance. New employees are guaranteed up to $50,000 for self and $20,000 for a spouse with no medical underwriting needed.
