This position is temporary and includes full state fringe benefits; the position is expected to last up to 2 years.
The position is responsible for agency wide development, design, and implementation of a comprehensive policy framework that ensures regulatory compliance, operational consistency, and organizational accountability. This role leads the establishment of governance standards for policies and procedures, ensuring alignment with the DCYF's mission, regulatory obligations, and internal controls.
This role is a policy developer-fostering organizational alignment with DCYF strategic goals through policy development and governance structure creation and implementation. Through proactive planning and partnership, this position ensures that internal transformation efforts related to policy making are inclusive, data-driven, and meaningfully experienced by DCYF staff.
Responsibilities include:
Lead the design and ongoing refinement of a structured, agency-wide policy framework, including policy standards, procedures, templates, and review protocols.
Partner with agency functional units to ensure comprehensive policy coverage and alignment with laws, regulations, and agency objectives.
Assess & Report progress, achievements and gaps of DCYF's policy development structure to leaders and staff.
Minimum Qualifications

Four (4) years of public policy experience consulting with executive leadership to implement and develop project planning and operations.
Strong understanding of public policy principles and administration theory sufficient to oversee the design, implementation and evaluation of public program and reporting systems.
Knowledge of compliance fundamentals and strategies, statutory comparisons, and regulatory analysis.
Excellent organizational skills and the ability to set and meet short-term and long-term objectives in a large, complex organization.
Strong human relations skills in public speaking and presenting complex information and projects to stakeholders, management, and diverse audiences.
Preferred Qualifications
Bachelor's degree in public administration, business administration, human services or related field.
Extensive experience in Policy Development, with a compliance lens.
Experience in governance, organizational design, organizational change management, objective development, continuous improvement and evaluation to ensure quality standards are met.
Knowledge of state government programs and their interrelationships and an understanding of human services policy and procedures, and of government functions and relations.
Knowledge of analyzing and developing public policy reports.
Solving complex problems and strategic thinking skills.
Variety of experiences working effectively with others from different backgrounds and cultures.
