Job Description
GENERAL PURPOSE
Under direction of the Nursing Home Administrator this position administers, directs, and coordinates all activities of a nursing home facility to carry out its objectives as to the care of the residents. The position in this class carries out various functions for overall facility management and is responsible for the operation of specifically assigned functions providing direct patient care and support. Work includes interpreting and applying general regulatory and other guidelines and policies, and overseeing coordination within the management structure. This class is differentiated from related classes by the level of responsibility for assigned functions, the impact of recommendations, and the specialization in the nursing home administration field.
SUPERVISION RECEIVED
This position reports directly to the Nursing Home Administrator for general guidance.
SUPERVISION EXERCISED
This position is responsible for the direct and indirect supervision of all departments and divisions at Gracedale Nursing Home, in support of the Nursing Home Administrator.
ESSENTIAL DUTIES OF THE POSITION
Reviews and evaluates existing policies, procedures, and work methods by means of periodic and special studies, and helps in the installation of improved work methods and procedures to ensure achievement of objectives of the facility.
Ensures compliance with accepted standards and applicable licensure regulations and requirements.
Reviews reports of operations and their outcomes for overall efficiency and effectiveness, identifies need for additions or other changes, and develops same.
Oversees administration of services provided on contract, including occupational therapy, speech therapy, physical therapy, pharmacy, and laboratory services.
Coordinates program activities with those of other facility departments and staff.
Conducts research into, coordinates, and completes new projects, such as quality assurance, AIDS long-term care, and other issues.
Assists with the Tuition Assistance program, including evaluation and selection of candidates, follow-up with program participants, and liaison with school officials.
Interprets and transmits policies to medical staff and personnel and ensures compliance with policies.
Assists with the preparation of the annual budget for control of expenditures based on past experiences, knowledge of market trends, and other financial considerations.
Prepares periodic reports concerning various phases of the facility operation and its financial conditions.
Meets with department heads to coordinate their activities and formulate programs of the facility.
May represent facility management in meetings with union officials regarding concerns, complaints, and grievances. Serves as grievance officer for facility.
May meet with patients and family members to discuss and resolve problems, concerns, and complaints. May represent facility and/or County at such meetings or before community or public interest groups.
Directs the establishment and maintenance of essential records and files.
Assumes the duties and responsibilities of the Nursing Home Administrator in his/her absence.

REQUIRED MINIMUM QUALIFICATIONS
EDUCATION & EXPERIENCE -- Possession of a Bachelor's degree from an accredited college or university, a focus on Accounting or major course work in Accounting preferred; AND
At least two (2) years of satisfactory full-time professional experience in hospital or nursing home administration, at least one (1) year of which shall be in a supervisory capacity. Possession of a Master's degree in health care administration or a related field may be substituted for one (1) year of the experience requirement; AND
CERTIFICATION/LICENSE: No later than one year after the incumbent is appointed to this position, the incumbent shall be licensed as a Nursing Home Administrator as set forth by the State Board of Examiners of Nursing Home Administrators in the Commonwealth of Pennsylvania. Failure to obtain licensure with one year of appointment shall be just cause for termination of employment.
All employees of Gracedale Nursing Home will be required to attend Feeding Program training.
KNOWLEDGE, SKILLS, AND ABILITIES
Thorough knowledge of nursing home administration goals, objectives, principles, and practices.
Thorough knowledge of public administration principles and practices commonly employed in the administration and management of a long term, inpatient nursing facility.
Thorough knowledge of State, Federal, and other regulations and requirements governing operations affecting inpatient nursing facility licensing, reimbursement, and other issues.
Knowledge of functions, organization, and operations commonly found in government at the local level.
Knowledge of KRONOS payroll, Payroll Based Journal reporting functions, and scheduling software.
Knowledge of supervisory principles and practices.
Ability to organize, plan, review, and coordinate the activities of organizational subdivisions engaged in direct patient care and support functions and programs.
Ability to establish and maintain effective working relationships with officials and representatives of other County agencies, State and other governmental officials, representatives of social service and related organizations, and the public.
Ability to express ideas and communicate County policy on professional and/or administrative subjects, both verbally and in writing.
Ability to learn to utilize various @types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.
Ability to read, write, speak, understand, and communicate in English to perform the duties of this position.
