Responsibilities
Department of Defense (DoD) installations are largely dependent on a commercial power grid that is vulnerable to disruption from cyber-attacks, aging infrastructure, weather-related events, and direct attacks. As the frequency and duration of electricity outages increase, DoD has prioritized its ability to withstand and rapidly recover from energy disruptions. The mission of the DoD Environmental Security Technology Certification Program (ESTCP) is to demonstrate innovative, scalable technologies that enhance military readiness, improve warfighter capabilities, and strengthen defense infrastructure. ESTCP scouts and demonstrates commercial technologies that advance energy and water security and reduce costs associated with installation operations. Technology demonstrations conducted at installations provide developers with a low-risk opportunity to test product performance when integrated with legacy systems, operated under real-world conditions, and subject to DoD-specific requirements.
Noblis provides staff focused on energy and water efficiency, and energy and water security to execute the mission of ESTCP. We seek personnel with experience and knowledge in these areas to join our team of talented professionals who support the strategic goals of ESTCP.
Responsibilities
Advise the DoD Program Manager (PM) on strategy for infrastructure investments, innovative technology development, policy, and technology transfer in the areas of installation energy and water.
Assist in technology transition from research, testing, to commercialization stage, using different transition pathways such as venture capital investments.
Provide high-level technical support to ESTCP projects as needed.
Provide high-level technical input into deliverables, including demonstration plans, final reports, fact sheets, commercialization plans, and other critical project deliverables as requested.
Actively participate in and attend ESTCP meetings, workshops, and Symposium as requested.
Assist in solicitation topic development, proposal reviews and selections as requested.
Stay abreast and informed of DoD's energy and water related priorities, requirements, policies, processes, points of contact, and related programs. Participate in relevant government and industry workshops, meetings, and conferences.
Required Qualifications
Master's in business administration, public administration, or a relevant technical discipline
15 years' experience working in the infrastructure and energy industry

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.
