This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. This highly skilled and technical data position exists to support and lead DHS health care data quality efforts and to perform Federal compliance duties pertaining to the Centers for Medicare and Medicaid Services (CMS) required T-MSIS (Transformed Medicaid Statistical Information System) data. These duties are the foundation of DHS efforts in producing timely and actionable information and data to the CMS, legislative bodies, policy-makers, health care providers, internal staff, and external state agencies or other organizations in support of the Minnesota Health Care Programs (MHCP). This position is part of the Healthcare Administration (HCA) interdivisional data team which develops and manages a strategic plan for enterprise data management.
Additional responsibilities include:
Play team lead role in continued implementation of the complex and persistent communications regarding T-MSIS data submitted to CMS.
Analyze health care data for purposes of understanding needed extract and system change.
Plan and design studies, develop the methods and procedures for completing given data analysis projects, and develop and manage databases required to carry out such projects.
Interpret data and study results to inform management of possible policy and program changes and execute highly technical analysis necessary to support management decisions and strategic planning for program outcomes and cost analyses.
Provide technical direction and consultation to management and staff regarding all of the above, and represent the department on planning teams.
Minimum Qualifications
Four (4) years of advanced professional research experience in health or social sciences that demonstrates:
Statistical analysis software such as SAS, SPSS, STATA or R
Data analysis, data manipulation, data transformation and interpretation, and modelling, including multiple regression techniques
Project management, report writing and oral presentation of analysis and research results
Computer skills sufficient to construct tables and graphs displaying data/results to facilitate data analysis or to visually report data using statistical analyses, database reports and presentation software
Preferred Qualifications
Masters' or doctoral in health science, social science, or related discipline.
Experience with:
Health services research or health care policy
Large health care claims or other data stored in complex SQL Based data warehouse systems
Knowledge of Minnesota public health care programs, including coverage policy and purchasing strategies
Experience in leading staff and teams, training and coaching staff, engaging in process improvement work, performing project management, and managing relationships with customers.
