Project Overview:
Bechtel and Westinghouse Electric Company have partnered to deliver the first AP1000 nuclear power reactors in Poland for our customer, the Polish Entity Polskie Elektrownie Jadrowe (PEJ). Bechtel will be the Engineering, Procurement, and Construction (EPC) contractor for the project. As the EPC, our responsibilities will include providing the design for the Turbine Island and Balance of Plant as well as the construction of the entire facility. Job Summary:
In this role, you will supervise a team of electrical personnel, estimate project staffing needs, and schedule and assign work. You will prepare discipline estimates and work plans and review and approve electrical investigations and studies. Your leadership will drive high quality work plans, successful implementation of electrical components, team support and training, and project performance.
This position is for a Lead Controls Engineer who will lead a team of electrical engineers and designers performing electrical design activities for the Poland AP1000 Project in the Reston, VA project office. The successful candidate will report to Bechtel's Engineering Group Supervisor or their designee. The successful candidate will be expected have solid experience in electrical systems and layout design. The successful candidate must have strong organizational and teamwork skills, excellent communication skills (both verbal and written), promoting our leadership, quality, and safety values, to external partners including vendors, construction companies, and other subcontractors, demonstrable managerial experience, proven problem-solving abilities, a can-do attitude, and a commitment to quality. The candidate will work with electrical engineers, designers, and other technical disciplines in a team environment with Job Responsibilities (include but not limited to):
Individual must have extensive understanding of all engineering discipline drawings and electrical discipline wiring diagrams, control logic diagrams, system descriptions, system calculations, 1-line and 3-line drawings, schematics, and be able to size equipment and perform cable sizing calculations.
Properly interprets and applies codes & standards and customer design requirements, for the preparation of electrical design documents, specifications, material requisitions and system descriptions related to design tasks.
Must be a self-starter and capable of independent creative design, with direction, using Bechtel and industry proven concepts, and procedures.
Evaluates, selects, and applies standard electrical engineering methods, techniques, procedures and criteria for a small size project or assignment in support of a global business unit or staff group to include the preparation of original designs layouts, details, drawings and specifications.
Designs, develops, modifies, and evaluates components and processes used in the generation, manipulation, transmission, and storage of electricity utilizing relevant Engineering Department Procedures (EDPs), design standards and guides, and Bechtel Standard Application Programs (BSAPs).
Coordinates electrical engineering efforts in assigned areas with specialty groups, engineering disciplines, the client, vendor, contractors, construction, and other functional groups.
Provides assistance to project and construction management in identifying and complying with project electrical requirements and in addressing issues as they arise during project execution.
Completes electrical documentation and procedures for installation and maintenance.
Major Responsibilities:
Plans, develops, directs, and participates in the day-to-day electrical engineering activity on small to medium sized projects or a portion of a major project with minimal to moderate complexity within a global business unit utilizing relevant Engineering Department Procedures (EDPs), design standards and guides, and Bechtel Standard Application Programs (BSAPs)
Supervises, coordinates, and reviews the work of personnel assigned, estimates staffing needs and schedules and assigns work accordingly
Provides the technical input to meet procurement requirements
Prepares or oversees the preparation of electrical discipline estimates and work plan in accordance with project scope, schedule, and budget, and manages implementation and performance accordingly
Reviews and makes recommendations of the electrical engineering aspects of bid evaluations and awards for approval by project engineering
When directed, coordinates with client representatives to obtain their approval of electrical engineering aspects of the work
Reviews and approves key calculations, licensing evaluations, design documents, supplier drawings and data, material specifications, drawings, and change orders, for the project to which assigned
Ensures that assigned electrical engineering personnel receive appropriate on-the-job training for their professional development
Assists in the preparation and reviews of project procedures and cost estimates for proposals, forecasts, and change orders
Education and Experience Requirements:
Level I: Requires bachelor's degree in Electrical Engineering (or international equivalent) and 8-10 years of relevant experience.
Level II: Requires bachelor's degree in Electrical Engineering (or international equivalent) and 10-13 years of relevant experience.
Required Knowledge and Skills:
Demonstrated skill in leadership.
Excellent communication skills (both verbal and written).
Must be able to collaborate well with other disciplines and within a team. .
Must have experience with an electronic Cable Management System, such as the SETROUTE program, and be able to input and complete corrections to the database.
Ability to utilize engineering and office automation tools effectively.
Prior experience working in a Nuclear, Quality and Safety Environment.
Knowledge of industry and regulatory guides, codes, and standards.
Extensive knowledge application of ANSI/IEEE Standards and NFPA 70 National Electric Code.
Knowledge of industry/regulatory codes and standards, and design and/or layout criteria pertinent to the particular discipline.
Knowledge of systems, calculations, equipment, applications of methods, materials, and computers in the discipline.
Knowledge of engineering work planning and control methods.
Knowledge of precedents in the discipline and of principles and practices of related disciplines.
Knowledge of Engineering Department Procedures (EDPs), Design Guides, appropriate Bechtel Standard Computer Applications (BSAPs) and administrative practices.
Knowledge of application and coordination of 2-D and 3-D Computer Aided Design (CAD) tools on a project.
