Summary You will serve as a CONTRACT SPECIALIST in the People and Process Division of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC. Responsibilities You will serve as technical authority on the acceptability and applicability of contractual matters related to the program. You will function as a team leader developing and coordinating pre-negotiation strategy with technical specialists and representatives from the program and financial offices. You will investigate problems, disputes and/or labor violations; determines alternative courses of action; prepares impact statement; and recommends a pre-negotiation settlement position to higher authority or where warranted. You will review procurement requests to assure clarity, adequacy and completeness. You will advise requestors on the use of cost and fixed price contracting during pre-solicitation of contracts. You will serve as authority on pre-award functions for procurements involving complex contracts of highly specialized innovative techniques for facilities construction, design, and environmental services of significant importance to the agency. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Interpreting and ensuring that contract actions are in accordance with relevant laws, regulations, policies, standards, or procedures; 2) Reviewing procurement requests to assure clarity, adequacy, and completeness; 3) Serving as contractual authority on the acceptability and applicability of contractual matters on contract actions, and providing advice, training, guidance, and interpretation to the team on procurement regulations, policies, and procedures; and 4) Advising on and conducting the procurement process from solicitation to award and through all post award phases of contracting, including modifications, processing payments, final invoicing, final evaluation, and closeout.
