Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties. Responsibilities The primary purpose of this position is to serve as an Air Reserve Technician (ART) Officer provides overall management for program integration/ execution requirements for an operational flying aeromedical evacuation squadron (AES). DUTIES 1. Provides administrative oversight of operational unit activities. Plans and organizes activities of the aeromedical evacuation (AE) unit, ensuring that financial management, information systems, training and operations, communications/administration and manpower programs comply with requirements and support mission objectives. 2. Establishes and executes mission, organizational, budget/fiscal, staffing, and flying requirements to meet prescribed mission capability. Responsible for compiling and validating operational, financial, and training data used in generating reports to ensure accuracy and timely submission to the Numbered Air Force, Air Force Reserve Command, and other agencies as directed. 3. Provides oversight for assigned and issued organization equipment. Develops, updates, and enforces procedures for automated data processing equipment (ADPE), communications, audiovisual, training, and operational in-flight medical equipment (IFK), and other organizational equipment items are accounted for, updated, appropriately serviced and maintained IAW Air Force directives. 4. Oversees unit aeromedical training programs to ensure assigned personnel are adequately trained to perform operational AE mission. Plans, organizes, and directs training efforts. Determines scope of training program requirements, directs formulation and submission of curriculum changes. 5. Represents the aeromedical evacuation operations function to external agencies to include wing, NAF, and HQ functional representatives, and establishes, develops, and maintains effective working relationships to further organizational goals 6. Provides squadron deployment/contingency execution oversight for mission accomplishment, including AEF tasking requirements and contingency capability sourcing in support of defense support to civil authorities (DSCA). Performs supervisory personnel management responsibilities for a small workforce. Plans work to be accomplished by subordinates, sets and adjusts priorities, and prepares schedules for completion of work Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-11 (or higher) grade level or equivalent pay band (may have been obtained in the federal service, military, or public sector) . Specialized experience must include having knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of aeromedical evacuation program operations. knowledge of the aeromedical evacuation mission and associated programs, operations, objectives, and policies along with a comprehensive knowledge of management and organizational techniques, airlift and AE operations, info management systems, and USAF/AFRC procedures. experience in implementing pertinent laws, regulations, policies and precedents which govern the aeromedical evacuation program. Knowledge conducting studies, analyzing findings, and making recommendations on substantive operating programs. Knowledge in adapting analytical techniques and evaluation criteria to the measurement and improvement of aeromedical unit effectiveness. FEDERALTIME-IN-GRADE (TIG)REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of AE mission, command relationships, operational concepts, contingency, mobility, and plans requirements. Knowledge of relationships between various USAF entities, MAJCOMs, and DoD in overall planning and execution of military operations. 2. Knowledge of command, control, and communication (C3) for worldwide AE. Ability to communicate effectively both orally and in writing; computer skills to generate data in spreadsheets and reports. 3. Knowledge of safety, security, and EEO regulations, practices, and procedures. Ability to analyze current or projected AE operations programs, and AE program management functions, principles, and techniques. 4. Business acumen to ensure organizational mission accomplishment; must demonstrate fiscal responsibility and accountability for allocated squadron resources. Ability to resolve complex issues, maintain good working relations. 5. Ability to manage/coordinate health services programs to include: logistics, facilities, finance, operations/support, human resources, patient administration, AE, communications/information systems and operational reporting systems. 6. Comprehensive knowledge of Air Force, DoD, and civilian sector operational health care systems to include, ancillary/support services, managed and contract care, medical operations and in-route medical support, and adjunct health care systems. 7. Ability to plan, organize, and direct an AE system infrastructure and medical/aeromedical operations. 8. Knowledge of medical readiness planning and training requirements and administrative staff functions. Ability to plan, organize, and assign work to subordinate employees. OTHER SIGNIFICANT FACTS: 1. This is an Air Reserve Technician (ART) Officer position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow the incumbent to fully participate in unit training assemblies. The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned non-ART duties, generally not to exceed 30 percent of total responsibilities. 2. This is an AFRC key management position, in which, the incumbent is required to formulate, determine, and/or influence policies. Must be highly knowledgeable of the AFRC mission and responsibilities. As a designated key position, the term "key" as it is used here relates to the ART program that defines the position as critical to mobilization capability (i.e., formulates, determines or influences policies of the unit to which assigned), and has no relationship to the term "key" as defined in AFI 36-507. 3. This position is designated as a mobility position. Incumbent must be willing to move/transfer to another unit/location on a lateral or promotion basis as directed by HQ AFRC. AFRC command-wide geographic mobility is a condition of employment for all ART Officer positions. The employee must sign a mobility agreement. 4. The incumbent must possess demonstrated leadership and managerial abilities essential to successful accomplishment of responsibilities inherent in this position. 5.Employee must be able to obtain and maintain a secret security clearance as a condition of employment. 6. Drug Test requirement was modified with AFI 90-508, Air Force Civilian Drug Demand Reduction Program, 28August 2014; Certified Current 18 December 2015 which supersedes AFI 44-107, 7 April 2010. Positions covered by this SPD must be reviewed for proper "Testing Designated Position (TDP)" coding to comply with the AF Civilian Drug Demand Reduction Program (AFI 90-508). 7. The incumbent may be required to fly in military and/or commercial aircraft to perform temporary duty assignments (TDY) away from the normal duty station. 8. The incumbent may be required to work uncommon tours of duty with limited/no notice. 9. The incumbent may be required to work overtime to meet workload demands. 10. Performs other duties as assigned.
