Position Summary

This position serves as the senior administrator of Public Safety Communications (PSC) under the direction of the Chief of MESA. Incumbent will be responsible for the administrative and operational functions of PSC and its employees. The Director of PSC shall manage and direct the division in the support of communication technologies on which public safety emergency responders, 911 rescue operations and public service radio users rely. Incumbent will make initial strategic decisions; oversee, maintain, and support the deployment of radio system resources and the sustaining component technology which makes up the whole of the system infrastructure. The PSC Director manages and directs the Computer Aided Dispatch System, E-911 system and the divisions administrative activities.

Agency Summary

The purpose and mission of the Metropolitan Emergency Services Agency (MESA) is to provide operation and management of the Division of Emergency Communications - 911 center, Division of Emergency Management, and the Division of Public Safety Communications - technology infrastructure to the City of Indianapolis and Marion County. The agency is able to do this by cultivating a productive, collaborative, and compliant work environment in order for our workforce to meet the needs of the residents of Indianapolis and Marion County.

Position Responsibilities

Key Responsibilities

Leadership and management of all operations of Public Safety Communications, including Computer Aided Dispatch (CAD), Records Management Systems (RMS), and all other public safety communications systems and related technologies, platforms and devices for Police, Fire, EMS, and other agencies.

Develops policy regarding the use, support, and maintenance of Public Safety Communications technology.

Provides information and recommendations to members of the Public Safety Communications Committee, Board of MESA, City County Council, and the Mayor of Indianapolis on matters relating to public safety communications trends, and methods, and on the agency's current and future needs.

Sponsors, leads, and directs multiple technologies and related projects simultaneously.

Supervises emerging technologies and transitioning function to include strategic planning, solution design and acquisition.

Develops mutual and automatic aid agreements and memoranda of agreement with local, regional and/or federal agencies that are mutually beneficial to both parties.

Reviews reports and activities of direct reports.

Attends and speaks at public, departmental, divisional, committee, council, board and judicial proceedings as required.

Prepares budget estimates and controls expenditures of all division funds.

Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures.

Identifies opportunities for improvement and directs the implementation of changes.

Maintains effective public relations with other divisions, agencies, media and citizen groups.

Qualifications

Minimum Job Requirements and Qualifications

Bachelor's Degree in a related area (e.g. business, public administration, computer technology, engineering, etc.) and at least five (5) years progressive experience in related field (e.g., management, public safety, computer technology, engineering, etc.), with at least three (3) of these years in management.

Preferred Job Requirements and Qualifications

Master's Degree and ten (10) or more years of previous experience working in a similar public safety organization. One (1) year of related work experience may be substituted for each year of formal education required.
