Position Summary Information
General Summary
ThePipeline Inspector Iis responsible for the inspection and reporting on the construction of new water and sewer main line installation, new and renewed service lateral connections, water and sewer relocation, paving replacement, and landscaping restoration. ThePipeline Inspector Iensures that all work is done in accordance with WSSC's contract documents and procedures.
Essential Functions
Inspects water and sewer main line construction, new water and sewer lateral connection installations, water and sewer lateral connection renewals, water main rehabilitation including cleaning and lining, sewer and manhole rehabilitation, paving, sod, and landscaping restoration
Checks for proper water and sewer tap installations
Conducts and/or monitors compaction testing of backfilled soils during and after completion of the work
Observes safety regulations, including wearing personal protective equipment, follows and enforces recommended safety practices
Ensures required safety precautions are taken and proper traffic control is adhered to
Schedules water main shutdowns, locates and operates valves, performs chlorination samplings, and other items necessary for the execution of contract work
Advises contractors of deviations from the provisions of the contract and offers assistance to properly perform work
Authorizes or declines materials and work quality
Documents contractor's activities and progress through daily reports, photographs and record sketches to document accurate payment and claim evaluation
Performs visual sewer main and manhole final inspection, oversees sewer air and mandrel testing, televising of sewer lateral connections, hydrostatic water main testing
Prepares reports of findings
Inspects restoration of areas disturbed during construction
Prepares and transcribes patch and sod tickets
Drives a vehicle to conduct WSSC Water business
Other Functions
Verifies grading and alignment of water mains, sewer lines, and appurtenances to ensure the work is done in accordance with the requirements of the contract
Serves as liaison with agencies (local, state, federal), internal WSSC Water departments, and contractors regarding construction projects to ensure proper notification and procedures are followed depending on jurisdiction
Assists contractors with locating mainline pipes, laterals connections, through record review and use of M-scopes or wands
Studies and investigates assigned construction project package (plans, job specs, permits, etc.) and reviews findings with the supervisor, technical contracts, inspector II and/or the project contractor
Prepares final house connection and field as-builts for each job completed
May serve as a trainer for new inspectors
May act as Supervisor, Technical Contracts in their absence
May be assigned to work hours outside of the regularly scheduled work week to accommodate construction schedules
Performs related duties as assigned
Work Environment And Physical Demands
Generally a field position
Will be exposed to seasonal fluctuations in temperatures
Required to enter confined spaces (such as large diameter pipes, manholes, and vaults)
Exposed to loud noise, fumes, odors, and poor ventilation that would require the use of appropriate personal protective equipment to mitigate these conditions
Must be able to lift objects that weigh up to 50 lbs
Work varies with task assignments and location
Required Knowledge, Skills, And Abilities
Practical knowledge of new pipeline and rehabilitative construction
Knowledge of soil compaction methods and testing
Knowledge of environmental regulations and traffic control
Knowledge of materials, methods and techniques used in the construction field
Knowledge of basic survey line and grade practices
Ability to interpret construction plans and drawings
Ability to prepare accurate detailed reports of daily project progress
Ability to compute quantities of construction materials installed
Ability to interpret the WSSC Water Standard Specification and Standard Details
Ability to enter confined spaces, work outdoors in inclement weather, climb in and out of ditches and other structures under construction, and the ability to lift objects that weigh up to 50 lbs
Effective verbal and written communication skills with the ability to perform well in a team environment
Basis knowledge of computer programs including, but not limited to, MS Office Word, Excel and Outlook
Familiarity with erosion and sedimentation control
Minimum Education, Experience Requirements
High School diploma or equivalent
1 year of experience in the inspection of underground water/sewer pipeline constructionOR3+ years of progressively responsible experience in maintenance, construction, or sub-professional engineering work
Additional Requirements
Possession of a valid driver's license, with no more than 4 points, and the ability to obtain and maintain a WSSC Water driver's permit within 90 days of hire or transfer
Must obtain and maintain a Temporary Operator License for Water Distribution Systems and Wastewater Collection System from the Maryland Department of the Environment within 1 year of hire or transfer
Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter
