WHO YOU ARE:
TWCand#226;and#128;and#153;s Information Innovation Insight Division is seeking a highly motivated and skilled Data Scientist to support workforce and economic development related data projects. The Data Scientist performs data science work involving gathering, analyzing, and managing large data sets to guide key business decisions and model various market conditions to provide information for special projects or reports. Also involves designing and constructing new processes for data modeling and production using proto@types, algorithms, predictive models, and custom analysis. This includes focus on collecting, analyzing, and interpreting economic data to inform strategic planning, policy recommendations, and project evaluation. The ideal candidate will possess a strong understanding of economic principles, statistical analysis, and data visualization techniques. The ideal candidate will also value public service and be a highly effective communicator to support TWC's commitment to providing high quality services for Texas employers, individuals, families, and communities.
WHAT YOU WILL DO:
In brief, the Data Scientist performs data science work involving gathering, analyzing, and managing large data sets to guide key business decisions and model various market conditions to provide information for special projects or reports. This involves designing and constructing new processes for data modeling and production using proto@types, algorithms, predictive models, and custom analysis. The work performed will help provide insights into workforce and economic development trends for agency leadership and external stakeholders. You will prepare concise technical reports to present and interpret data and effectively communicate the results of your findings to others. Performs complex (journey-level) cybersecurity analysis work. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.
YOU WILL BE TRUSTED TO:
-Develop, implement, and optimize databases, data collection systems, and data analytics techniques;
-Formulate and deploy methods for mitigating and correcting data entry, integrity, and collection issues;
-Gather economic data from various sources, including government agencies (e.g., Census Bureau, Bureau of Labor Statistics), industry associations, and internal databases;
-Maintain and update databases of economic indicators, demographic information, and relevant community statistics;
-Present, interpret, and meaningfully @contextualize data for technical and nontechnical audiences;
-Develop and maintain economic models to forecast future economic conditions and assess the impact of proposed policies or projects;
-Conduct multiple simultaneous tasks and prepare ad hoc analyses and reports on short timeframes;
-Communicate and collaborate effectively with program staff, subject matter experts, and others;
-Develop and follow data governance, peer review, and quality assurance policies and protocols;
-Demonstrate proficiency in computer programming and data analytic software use;
-Develop and maintain a system for regularly reporting key economic indicators;
-Develop data quality measures, analyze data quality results, and implementnecessary changes to ensure data quality improvement;
-Stay up-to-date on current economic trends and best practices in economic development analysis.
-Develop software applications or programming to use for statistical modeling, data analysis, and graphic analysis;
-Perform quality assurance and serve as a subject matter expert on data integrity, extraction, and compilation;
-Gather, analyze, and manage large data sets to guide key business decisions and model various market conditions to provide information for special projects or reports;
-Develop and manage predictive modeling algorithms to mine large data sets in order to make business decisions and discover solutions to business problems;
-Commit to continuous professional development to cultivate technical skills and program knowledge.
-Perform other work duties as assigned; and
YOU QUALIFY WITH:
-Five years of full-time experience in experience in data science, predictive modeling, and algorithm work.
-Relevant academic credits may be applied toward experience qualifications for this position.
-Acceptance into a TWC Internship or TWC Apprenticeship will satisfy the minimum qualifications.
YOU ARE A GREAT FIT WITH:
-Graduation from an accredited four-year college or university with major coursework in data science, business analytics, computer science, computer information systems, management information systems, accounting, finance, mathematics, statistics, economics, or a related field is generally preferred.
-Ability to manage and manipulate large data sets; to provide advanced analysis and interpret moderate to complex concepts; to manage projects and prepare reports; to maintain accuracy and attention to detail; to code, test, and debug software; to communicate effectively; and to supervise the work of others
-Skill in the use of a computer and applicable software; in analyzing problems and devising effective solutions; in conducting data searches; in evaluating and translating large amounts of data; in programming; and in critical thinking.
-Knowledge of local, state, and federal laws and regulations relevant to data science and data governance; data modeling techniques and algorithms; statistics and analyzing data sets; artificial intelligence; visualization techniques; running queries, report writing, and presenting findings; database design development, data mining, and segmentation techniques; computer programming languages; and record keeping, including security procedures for handling, protecting, and distributing confidential data.
Strong command of economic and demographic statistics, experience analyzing workforce and economic development data, and experience with economic studies and analyses and economic reports
