Koniag Data Solutions, is seeking an experienced Configuration Manager/Scrum Master to support our Department of Air Force (DAF) contract work. This position will oversee all configuration management activities while leading Agile development processes. The ideal candidate will have strong technical expertise in configuration management and be a certified Scrum Master with experience supporting government IT systems. This position requires a candidate who can maintain rigorous compliance with government standards while facilitating Agile development practices.
Essential Functions, Responsibilities & Duties may include, but are not limited to:
The Configuration Manager/Scrum Master will serve in a dual role, leading configuration management activities while facilitating Agile development processes for multiple systems. Principal responsibilities include:
Manage all configuration management activities including creating, maintaining, controlling, documenting, tracking, and reporting of application software and documentation baselines
Lead the software configuration identification, control, status accounting, auditing, and release management processes
Facilitate change control processes, ensuring appropriate signatures, proper filing, and documentation
Create, update, revise, and maintain technical specifications, software documentation, and manuals in accordance with the DAF Military Program Management (MPM)
Lead and facilitate all Agile ceremonies including sprint planning, daily scrums, backlog refinement, sprint reviews, and retrospectives
Ensure work items meet 'Backlog Ready' and 'Sprint Ready' criteria before entering development
Verify completed work meets 'Sprint Done' and 'Release Done' criteria for acceptance and deployment
Coordinate three-week sprint cycles for development and manage sustainment under a Kanban continuous flow model
Track and report on Agile performance metrics (cycle time, sprint burndown, team velocity) using the government-provided Jira environment
Lead technical meetings, document key discussions, decisions, and action items
Collaborate with Product Owners to ensure work meets acceptance criteria and government requirements
Coordinate with multiple teams through Scrum of Scrums to ensure alignment across project initiatives
Education and Experience:
Active Secret Clearance
Bachelor's degree in computer science, Information Technology, or related field (or equivalent work experience)
5+ years of experience in configuration management for software development projects
3+ years of experience as a Scrum Master or Agile project lead
Experience with DoD or federal government IT projects and compliance requirements
Experience with CMMI Level II or equivalent processes
Current Certified Scrum Master (CSM) or Professional Scrum Master (PSM) certification, preferred
CompTIA Security+ Certification (current)
Required Skills and Competencies:
Demonstrated proficiency in configuration management tools and processes
Thorough understanding of Agile methodologies including Scrum and Kanban
Experience with Jira or similar Agile project management tools
Strong working knowledge of DoD software development standards and processes
Excellent documentation skills for technical specifications and process documentation
Ability to facilitate Agile ceremonies and drive team performance improvements
Experience ensuring compliance with government regulations and standards
Strong interpersonal and communication skills to coordinate across technical teams
Proficiency in managing software release processes and deployment cycles
Knowledge of CI/CD pipelines and DevSecOps principles
Experience with version control systems (Git, SVN, etc.)
Ability to develop and track performance metrics for development teams
Strong problem-solving skills and ability to resolve impediments to team progress
Experience ensuring work meets Definitions of Ready (DoR) and Definitions of Done (DoD)
Other responsibilities:
Perform other duties as assigned by leadership team
