This is a new role that will have the opportunity to make a significant impact both internally to the agency as well as to the State of Texas. As a visionary leader, you will orchestrate the delivery of cloud applications and services across the agency, lead strategic growth of both the team and services, as well as leverage business acumen to champion cloud development and collaborate with customers.As the Cloud Applications Manager, you will lead an immensely talented group of developers , guiding them through the challenges of a fast-paced environment with high demand for services. Your primary mission will be to foster best practices and empower the team to adapt and evolve rapidly in response to high demands. The team oversees the deployment, management, and optimization of applications within a cloud environment.Work HoursWork hours are 8:00AM to 5:00PM, 40-hour week, Monday and#8211; Friday. Occasionally work additional hours including evenings, weekends and/or holidays. Application support activities periodically require on-call responsibilities or work during non-standard hours. Hours may change based on business need.Teleworking may be considered if certain working conditions are met. The candidate must have permanent residency within the state of Texas and must be able to meet in office requirements, which can vary among different sections (i.e. report to office 1 day/month, 1day/week, etc.). Travel reimbursements are not provided for teleworking.
Qualifications: Minimum Qualifications
Bachelor's degree in computer science or a related field. Six (6) years experience in the management and direction of a program relevant to the assignment. Experience in Agile software development methodologies. Four (4) years of experience in Software Development Lifecycle Methodology including software analysis, development, implementation, and documentation. Three (3) years of experience providing customer service in an IT environment. Three (3) years work experience in an IT leadership position.
Preferred Qualifications
Four (4) years work experience managing of software development and support teams. Experience in managing complex information technology projects, specifically in the Financial/banking IT sector. Four (4) years experience with establishing plans and setting objectives and goals that support an overall business strategy. Four (4) years work experience managing a team of developers. Experience in managing complex information technology projects. Experience in project management.
Substitution
One (1) additional year of work experience in Software Development Lifecycle Methodology may substitute for thirty (30) semester hours of educational requirement with a maximum substitution of 120 semester hours (four years).

In this role you will:
Management and Supervision: Directs employees in the Cloud and Analytics Cloud Applications section. Manages day-to-day activities of staff within a large and highly complex business function(s). Provides supervision and guidance to highly specialized section employees working in complex task that support multiple divisions. Monitors work performance, conducts evaluations for staff, develops competencies, and resolves employee issues according to agency policy. Promotes the division mission and core values to Information Technology and Cloud Applications team. Serves as a model, mentor and motivator to employees. Demonstrates professional conduct and adherence to agency policies. Oversees personnel management activities of Cloud and Analytics Cloud Applications section including hiring staff, employee recognition and development, and disciplinary actions. Manages the professional development of section personnel through activities such as classroom training, on-the-job training, job rotations, cross training and special assignments and projects.
Technology Direction: Directs the architecture of cloud applications and reporting business applications. Provides reliable, scalable, and secure business applications to customers. Promotes Agile practices and adoption. Works closely with other Information Technology managers, architects, and CPA staff to develop innovative solutions that meet business needs with respect to functionality, performance, scalability, reliability, maintainability, security, realistic implementation schedules, system architecture and adherence to agency goals and principles. Advises management on issues ranging from technical strategies and solutions to vendor technology integration. Research business application best practices and makes value-added recommendations to Information Technology Director. Translates IT system environment and services capabilities and limitations into terminology and concepts easily understood by agency executives and business units. Facilitates communication between staff, executive management, vendors and customers.
Resource Management: Oversees the efficient and effective allocation of both projects and maintenance. Oversees the allocation of resources to achieve timely outcomes and measurable goals; monitors and evaluates the effectiveness and efficiency of staffing levels. Facilitates the process of forecasting resource requirements and availability and matching staff to appropriate projects and maintenance activities in support of organizational goals and objectives. Provides direction in identifying objectives, establishing plans/milestones and success criteria, monitoring progress, managing issues and risks, and successfully delivering the desired results. Plans and executes training and knowledge transfer programs to provide proper mix of technical and functional skill sets am
