This position serves our partners at Direct Care & Treatment (DCT). The MNIT DCT team provides essential IT support for a wide range of healthcare services, including mental health, substance abuse treatment, and support for individuals with developmental disabilities. You will play a crucial role in ensuring that the technology needs of DCT are met, enabling them to deliver high-quality care and treatment services to Minnesotans in need.
As a Database/Application Developer with Minnesota IT Services partnering with Direct Care & Treatment (MNIT DCT), you will serve as a lead developer and technical expert responsible for the design, development, implementation, and maintenance of custom and purchased systems that support Direct Care and Treatment. This includes leading the development of HL7 integrations, managing and administering databases, and supporting the DCT's Behavioral Health Electronic Health Record (Avatar).
In this role, you will:
Provide technical leadership and mentoring to other developers and analysts.
Lead system design, coding, testing, and deployment of applications that are secure, reliable, and scalable.
Develop and maintain SQL Server and Cache databases, including ETL processes, performance tuning, and database security.
Support pharmacy system integrations and ensure timely data flow across DCT systems.
Design and deliver reporting solutions using enterprise reporting suites.
Collaborate with business analysts, project managers, vendors, and other IT staff to translate business needs into effective, long-term technical solutions.
This position requires a high degree of self-direction, technical expertise, and collaboration to ensure that applications and databases used across DCT support clinical, operational, and financial needs.

Minimum Qualifications

Position requires a minimum of five (5) years of professional IT experience in application development, database administration, or systems integration.
Experience must include:
In-depth knowledge and hands-on experience with the Behavioral Health Electronic Health Record (Avatar System).
Extensive knowledge of Health Level Seven (HL7) standards and protocols for healthcare information exchange.
Proven pharmacy system integration experience.
Strong SQL database administration and querying skills, including stored procedures, performance tuning, and ETL processes.
Demonstrated ability to review and translate business/functional requirements into technical solutions and lead complex application design and implementation.
Ability to deliver clear verbal and written communication that facilitates understanding across technical and non-technical audiences.
Strong customer service skills, including active listening, empathy, and collaborative problem-solving.
A master's degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor's degree substitutes for two (2) years, OR an IT related associate's degree substitutes for one (1) year.
Preferred Qualifications
Experience with RADplus, ScriptLink, and Avatar widget development.
Proficiency with Intersystem Cache, Microsoft SQL Server Integration Services (SSIS), and SAP Data Services.
Familiarity with Crystal Reports, BOBI, and data warehouse design.
Proficiency with Microsoft development tools and frameworks such as ASP.NET, MVC, C#.NET, Entity Framework, and TFS.
Experience working with healthcare interoperability standards and secure data exchange.
Demonstrated ability to mentor and guide less experienced staff in development and database practices.
Strong problem-solving skills, with the ability to manage multiple projects and resolve conflicts between technical and business needs.
