The State of Connecticut (https://portal.ct.gov/) , Department of Motor Vehicles (DMV) (https://portal.ct.gov/dmv) , is seeking agency employees to fill the position of Motor Vehicle Program Coordinator (https://www.jobapscloud.com/CT/specs/classspecdisplay.asp?ClassNumber=5782AR&R1=undefined&R3=undefined) within the Vehicle Business Regulation Division. This division consists of 7 operational areas: Business to Business Unit, Core Customer Operations, Copy Records, Compliance, Records Update, Support Services and Relationship Management Unit, and Specialized Registry Services.

Position Details:
Full-time, 40 hours/week
Monday - Friday
7:30 - 4:00 pm

The Role:
Provides a wide range of customer services to the public and support services to other DMV operations.
Processes paperwork for the Dealer On-Line Registration Program and is charged with monitoring and assuring the compliance of several functions, and the processing of several transactions related to the compliance function.
Oversees marine vessel mailed in transactions and is the central repository for all boat registration transactions.
Responsible for the documentation of standards relating to the title and registration issuance process. Connecticut is a participant in the National Motor Vehicle Title Information System (NMVTIS), ensuring vehicle compliance safety and customer protection, and VBR operates a NMVTIS help desk.
Responsible for the approval of vanity and special interest plates, the issuance of parking placards for disabled individuals, and for providing customers with copies of DMV documents.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Motor Vehicles, Central Office this class is accountable for performing as a specialist in researching, developing, coordinating, enforcing and evaluating a comprehensive motor vehicle program.
EXAMPLES OF DUTIES
Performs specialized programmatic duties in motor vehicle or driver licensing safety, enforcement, regulation or administration;
Coordinates, plans and manages program activities;
Secures input for program and ensures conformance with requirements of federal and state laws;
Develops or assists in development of program policy;
Formulates program goals and objectives;
Interprets and administers pertinent laws;
Coordinates and implements approved plans and mandated edicts;
Makes recommendations on policies and standards;
Coordinates implementation of plan;
Evaluates progress of programs and prepares quarterly and annual reports;
Develops and maintains accurate, auditable records;
Recommends policies and procedures to improve enforcement of program;
Coordinates training and education to ensure compliance;
Assists in preparation of program budget;
Maintains contacts with operating units, agencies and outside officials both within and outside of program unit who might impact on program activities;
Prepares short and long-range plans;
Makes recommendations for program improvements;
Assigns and reviews work;
Conducts or assists in conducting performance evaluations;
Provides technical direction to program staff;
Represents department at meetings;
May direct staff and operations of a major program area;
Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of experience in program administration, planning, coordination, development or evaluation.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
Experience supervising personnel in both administrative and operational settings.
Experience communicating with Vendors, Peers, Management, and external stakeholders through both oral and written communications.
Experience managing and meeting deadlines with competing priorities.
Experience interpreting laws and regulations, conducting research to support analysis, and preparing documentation, including policy recommendations, and response to inquiries.
