Summary About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Fort Meade, MD. Responsibilities Provides technical advice and assistance to all USCYBERCOM components/elements and to the command leadership team on the development, implementation, and administration of Civilian Human Resources programs. Interpret CHR policies, regulatory guides, and laws; the planning and reshaping of a workforce that is responsive to changes in mission; and works to develop solutions to complex problems of CHR program improvement. Processes and reviews a variety of packets for classification actions, ensuring accuracy and completeness, in accordance with U.S Cyber Command, Département of Defense, Department of Army, and Office of Personnel Management policies and standards. Attends meetings with managers and supervisors to help formulate improvement plans and strategies associated with HR requirements. Reviews and comments on management plans/proposals; presents findings (by preparing and presenting briefings or reports), options and recommendations. Plans, conducts, and implements/participates in complicated and comprehensive analytical studies of structures, proposed reorganizations and/or realignment of USCYBERCOM functions, and staffing level changes, and determines span of control. Tracks authorized and assigned workforce while keeping management informed of workforce authorization versus on-board issues. Assists and advises management on realignment of personnel. Studies are complicated by the need to consider and evaluate the impact of changes in regulatory and legislative requirements, long-range program goals, mission requirements, etc. Reviews new and changed human resource management directives, policies, procedures, requirement, etc.; briefs the Commander and affected supervisors on significant changes.
